Investment scandal: Derkach’s company received property in the center of Kyiv

An audit conducted by the State Audit Service of Ukraine revealed violations related to the implementation of an investment project near the Kyiv-Pasazhyrskyi Central Railway Station. This is an object that was registered in 2024 by Valentyn Plus LLC, despite the unfinished construction and the terms of the investment agreement. This is reported by "Komersant Ukrainian" with reference to the press service of the SASU.
The inspection materials have been submitted to law enforcement agencies.
What kind of investment agreement is it?
According to the auditors, the agreement between the Department of Economics and Investments of the KCSA and Valentyn Plus LLC was concluded more than 20 years ago. It provided for
- construction of a trade and exhibition complex;
- construction of a parking lot;
- implementation of the project on a land plot of 1.67 hectares;
- location – right next to Kyiv Central Railway Station.
This location is considered one of the most attractive in terms of infrastructure and commercial potential.
What is the violation?
The audit of the State Audit Service found that
- the construction of the facility is not completed;
- despite this, in 2024, the investor registered the ownership of the investment object;
- such actions contradict the terms of the investment agreement;
- the registration also does not comply with the current procedures of the Kyiv City Council.
In other words, the ownership was registered before the actual fulfillment of investment obligations.
Who is behind Valentyn Plus?
According to open state registers, Valentyn Plus LLC is associated with former MP Andrii Derkach.
What is known about Derkach:
- was a member of the Verkhovna Rada of the III-IX convocations;
- is wanted by the Ministry of Internal Affairs of Ukraine;
- suspected of treason and illicit enrichment;
- is under US and Ukrainian sanctions.
What to do next
According to official information:
- the audit materials were transferred to law enforcement agencies;
- further decisions will be made within the framework of criminal and administrative legislation;
- the auditors assessed only the economic and procedural part of the audit, without legal qualification of the officials’ actions.
