Ivan Havryliuk resigns from his post: what is known about internal scandals and personnel changes in the Ministry of Defense

Ivan Havryliuk resigns as First Deputy Defense Minister of his own free will. This was reported by "Komersant Ukrainian" with reference to Suspilne.
The media outlet writes that the first deputy head of the Defense Ministry only announced his resignation on his own initiative. The official did not give any details.
Why Ivan Havryliuk resigns as Rustem Umerov’s first deputy
MP Oleksiy Honcharenko wrote on his Telegram channel that Havryliuk resigned of his own free will.

However, MP Yaroslav Zheleznyak disagrees. According to him, the resignation of the deputy head of the Defense Ministry is related to the scandal that arose around the State Border Guard Service of Ukraine. The border guards were accused for the second time of inefficient use of 23 billion hryvnias for the purchase of weapons.

“It is said that the resignation of Deputy Defense Minister Mr. Havryliuk is also connected with this ‘transfer’ of UAH 78 billion from the Defense Ministry to the border guards,” Zheleznyak wrote.
Meanwhile, journalist and member of the Public Anti-Corruption Council (PAC) at the Defense Ministry Tetyana Nikolayenko wrote on her Facebook page that Havryliuk may resign due to a conflict with Defense Minister Rustem Umerov.
According to Nikolayenko, the conflict has been brewing for a long time.
“For several months I have been told that Umerov no longer has any influence on anything, but only goes to negotiations, while Havryliuk is a real minister. And soon he will become one. It seems that Umerov doesn’t like rumors about his competitors (someone used to spread the same rumors about Bezrukova),” she wrote.
The journalist added that Ivan Havryliuk has indeed recently strengthened his position in the field of procurement oversight, and “it seems that he has crossed the road to someone.”
Tetyana Nikolayenko also suggested that a possible reason for Havryliuk’s resignation could be a conflict with the Defense Procurement Agency (DPA), of which he is a member of the supervisory board.
“The latter. As a member of the supervisory board, Ivan Yuriyovych is said to have scolded the “children with pipes” from the Defense Procurement Agency after the latter failed to explain what they were doing,” the journalist wrote.
She also emphasized that Ivan Havryliuk is not the first deputy defense minister to resign. Before him, Natalia Kalmykova and Yuriy Dzhyhyr did the same.

In her turn, MP Mariana Bezuhla writes that Havryliuk is being “squeezed out of the ministry.”
“I’m not idealizing anyone, but if Umerov fires his deputy Havryliuk, which he is going to do in the coming days, the Ministry of Defense of Ukraine will rot even more on the way to being turned into an oriental bazaar without rules and control. Managers are being squeezed out,” Bezuhla believes.

Who will get the post of First Deputy Defense Minister of Ukraine
According to MP Oleksiy Honcharenko on his Telegram channel, Lieutenant General Mykola Shevtsov, the current head of the Main Logistics Department of the General Staff of the Armed Forces of Ukraine, will become Deputy Defense Minister instead of Havryliuk.
“I have been informed about this by reliable sources, but I am trying to get more confirmation,” the MP explained.
Instead, a member of the Public Anti-Corruption Council (PAC) at the Defense Ministry , Tetyana Nikolayenko, mentioned Serhiy Boyev‘s name.
“But these are categorically different levels of knowledge of the sphere,” notes Nikolayenko.
