Ivano-Frankivsk City Council appeals to the President to ban abortion

The Ivano-Frankivsk City Council has adopted an appeal to President of Ukraine Volodymyr Zelenskyy. Officials ask the head of state to “protect life and support the family institution,” "Komersant Ukrainian" reports, citing a post on the official website of the local government.
In the document, the deputies draw attention to a sharp decline in population, a high number of divorces, migration, and low birth rates. According to their data, the fertility rate in Ukraine is 0.7 children per woman, while the minimum required level is 2.13.
Among the main proposals:
- Reestablish the Ministry of Family of Ukraine as a separate executive body.
- Include in the school curriculum a course on family foundations and preparing young people for family formation, in particular, using the already developed program “Family Foundations” (MES stamp #4.0246-2023).
- Create incentives for large families in the social, informational and economic spheres.
- Strengthen the legislative protection of life before birth, including by amending the Constitution.
In their appeal, the city council members also emphasize that the current state aid for children is insufficient. As of June 2025, it amounts to about UAH 860 per month for a child under 3, and about UAH 2000 for the third and each subsequent child under 6.
Therefore, the city council proposes to introduce new one-time payments at the birth of children:
- uAH 100 thousand for the first child
- for the second child – UAH 200 thousand
- uAH 300 thousand for the third and each subsequent child.
They also propose to create a state program to provide free housing for large families with five or more children.
The text also mentions the need to comply with international norms, in particular the UN Convention on the Rights of the Child, ratified by Ukraine, which states that children need legal protection both before and after birth.
In addition, the city council members added to their document a draft law on the Protection of Human Life from Conception to Natural Death, which they plan to send to the relevant central authorities.
It is worth noting that the initiative of the Ivano-Frankivsk City Council has already been criticized by Ukrainians. In the comments to the post, social media users wrote the following:
- “Freeloaders. For our money, they are doing complete bullsh*t. Make sure people don’t go abroad. Increase the minimum wage.
- From looking at the neck to looking at vaginas.
- Ban abortion in the country during the war… Let children grow up under missiles, with a crippled psyche, it will be so useful for the state.
- Increase payments? No. Punish doctors responsible for the deaths of children? No. To make decisions instead of women, without having a uterus and without going through all the hard work? Yes, of course.
- Congratulations to the initiators of this brilliant legislative initiative – real guides to the “bright” Middle Ages, where human rights are replaced by the sacred cult of the uterus
- Who needs science and common sense when there is a holy mission to turn women into factories for the production of children without asking for their consent? War, violence, and trauma are not about you, they are just unnecessary details.
