The Cabinet of Ministers is preparing a car import reform: new requirements and restrictions

The Cabinet of Ministers of Ukraine is preparing new rules for the import of used cars aimed at simplifying customs clearance procedures, improving road safety, and reducing the negative impact of transport on the environment. This was reported by "Komersant Ukrainian" with reference to the draft law.

According to the government’s initiative, the legislation will be adapted to European standards, which will harmonize the Ukrainian automotive market with the EU market.

Main changes in the draft law

1. Cancellation of theEURO certification. It will be replaced by technical control

Currently, every imported car must meet the environmental standards of the EURO standard (from EURO-2 to EURO-6). However, the new draft law proposes to replace this certification with technical control of compliance with general safety standards.

This means that citizens will be able to import cars without the need to undergo certification of environmental parameters, which will greatly simplify the import process and reduce clearance costs.

2. Introduction of age restrictions. It is proposed to ban the import of cars that are more than 20 years old. This decision is aimed at gradually updating Ukraine’s vehicle fleet, as old cars often do not meet modern safety requirements, have high levels of harmful emissions and pose a threat to the environment.

3. New requirements for the origin of cars. All imported cars are expected to be registered in countries that have signed the 1958 Geneva Agreement on Uniform Technical Prescriptions. This will ensure that cars meet international safety and quality standards.

In particular, the draft law provides for the possibility of importing cars from the United States, provided that they have been adapted to Ukrainian standards (for example, replacing lighting equipment in accordance with European standards).

4. Simplification of customs clearance. This means reducing bureaucratic procedures for customs clearance, introducing electronic document control, which will reduce the number of required paper certificates, and automated verification of a car’s compliance with Ukrainian requirements.

5. Technical control before registration. Prior to the first registration of an imported car in Ukraine, the owner will be required to undergo a technical inspection. This will include checking the condition of the chassis, safety systems, brakes, and emissions.

After successful completion of the inspection, the car will receive a technical inspection report indicating the date of its next passage.

6. Impact on the market and the environment. The new import rules will help reduce the number of old and technically defective cars on Ukrainian roads, which will increase traffic safety and improve the environmental situation.

It is expected that over time, the market will be gradually renewed by imports of better and newer cars that meet modern environmental standards.

Expected effects of the reform

Reduction of corruption risks. Automation of processes and elimination of unnecessary checks will reduce opportunities for bribery.

Renewal of thevehicle fleet. The introduction of age restrictions will facilitate the import of more modern cars.

Savings for citizens. Simplification of bureaucratic procedures will reduce customs clearance costs.

Improved safety. Technical inspection before registration will ensure that only serviceable cars are on the road.

The changes proposed by the government could have a significant impact on the Ukrainian automotive market. However, how these innovations will be implemented in practice will depend on their implementation and monitoring.
