The Cabinet of Ministers proposes changes to the rules governing the privatization of the housing stock

The Cabinet of Ministers of Ukraine has endorsed a proposal by the Ministry of Community and Territorial Development of Ukraine regarding the privatization of housing damaged or destroyed as a result of Russian aggression, according to "Komersant Ukrainian".

The idea is to allow people who lived in state-owned or municipal apartments to register them as their property and then receive state compensation for the loss or destruction.

What was the problem

Previously, Ukrainians living in state-owned or municipal housing often could not receive compensation after their homes were destroyed.

The reason was the lack of ownership rights.

They were tenants, not homeowners, so compensation mechanisms did not actually apply to them.

What the government is proposing

According to Deputy Minister Nataliia Kozlovska, the government is proposing to change this approach.

The essence of the new model:

  • People who lived in state-owned or municipal housing on legal grounds will be able to privatize it.
  • After registering their ownership rights, they will be able to apply for compensation.

The ministry expects this will allow for faster housing restoration or compensation.

What changes are planned in the law

To this end, a draft law is being prepared with amendments to the Law of Ukraine “On the Privatization of the State Housing Fund.”

The document aims to:

  • clarify the list of properties eligible for privatization;
  • define the procedure for action if housing has become unsafe due to the war;
  • grant the right to privatize even damaged or destroyed housing.

Now the decision must be approved by the Verkhovna Rada of Ukraine.

What this could mean for people

The Ministry of Development believes that the new rules will help:

  • expedite the process of registering property rights to housing;
  • expand access to state compensation;
  • simplify the restoration of damaged housing stock.

The government has recently been gradually expanding housing support programs.

In particular, in February 2026, the housing rent compensation program for veterans was expanded, and a series of reforms in the field of housing policy and the regulation of certain service markets were announced.
