The Cabinet of Ministers clarifies the situation with rumors about the termination of doctors’ declarations

The head of the National Health Service of Ukraine, Natalia Husak, said that the termination of declarations of patients from March 1 who have not visited their family doctors for three years and have not undergone data verification is a manipulation by health care institutions. She said this in an online interview with UNICEF medical expert Kateryna Bulavinova.

“This is not defined anywhere in our legal acts, and there are no plans to terminate the declaration of all people. And this is only a manipulation of health care institutions, which probably notified or displayed such a message,” said the head of the National Health Service of Ukraine.

Husak emphasized that the state does not have the authority to establish a policy on the termination of declarations, as it is exclusively the right of the patient and the doctor.

At the same time, the head of the NHSU noted that a doctor has the right to terminate a declaration with a patient if the latter does not comply with the established requirements.

“In fact, it seems to me that we need such an internal audit within the institutions, especially now that we realize that we have to use all the resources available in the country effectively. So let’s do it together, and it’s not difficult. It’s time for more order in the system regarding declarations, patients who have these declarations and who use or do not use the services,” Husak said.

A declaration with family doctors is an official document concluded between a patient and a doctor to provide medical services within the primary healthcare system. It is a part of the healthcare reform launched in Ukraine in 2018.
