The Cabinet of Ministers cuts 19 thousand vacant positions in state bodies

The Cabinet of Ministers of Ukraine has decided to reduce vacant staff positions in the system of state bodies by 19,300 from 1 April 2024 to save money. This was announced by Deputy Finance Minister Roman Yermolychev, Komersant ukrainskyi reports citing the press service of the Ministry of Finance.
Mr Yermolychev said that the Government had decided to cut the number of vacant staff positions in the system of state bodies by 19.3 thousand starting from 1 April:
“Vacant positions under the remuneration system in force in 2023 and earlier played an important role for the ministries. After all, when ministries had a significant number of vacancies and the payroll was calculated according to the maximum number of employees, this created the prerequisites for saving money and led to higher salaries. Therefore, the Government has corrected this situation”.
He noted that the Ministry of Finance initiated changes in the approach to the remuneration of civil servants because it understood the problem of unequal conditions in this system.
“We saw that some agencies had unlimited incentive bonuses or unreasonably high bonuses for some employees. For example, in one of the structural subdivisions of the regional state administration, an employee of the accounting department had a salary of UAH 11,000 and a bonus of 620%, which automatically increased his salary by 6 times,”
– the Deputy Minister of Finance said.
According to him, this is why the government implemented the remuneration reform in 2024, introducing a new graded system of salaries in public authorities.
Earlier, the Prime Minister of Ukraine Denys Shmyhal said that as part of the reform, the government plans to reduce the number of ministries by one third.
