The Cabinet of Ministers has determined the facilities that are not subject to power outages

The Cabinet of Ministers has determined the list of critical facilities in Ukraine that will be provided with priority power supply, "Komersant Ukrainian" reports

The document defines a list of critical facilities that should not be deprived of at least minimal power supply during scheduled or even emergency outages.

It is noted that such facilities include critical infrastructure facilities of the fuel and energy sector and the life support sector included in the Register of Critical Infrastructure Facilities.

Also on the list of outage reservations:

  • state-owned or municipally owned healthcare facilities (but not commercial ones)
  • military units and territorial centres for recruitment and social support, including facilities used for the territorial community under martial law
  • enterprises of the defence complex of Ukraine, in particular those that perform mobilisation tasks (orders) for the creation, production, repair and supply of weapons, ammunition, military equipment, special components
  • railway transport enterprises
  • enterprises whose activities are important for ensuring food, economic and/or energy security of the country
  • enterprises with a continuous production cycle
  • electronic communication networks
  • state authorities (the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, central executive authorities, law enforcement agencies (internal affairs agencies, prosecutor’s offices, the Security Service of Ukraine, and the State Emergency Service).

Lists of critical facilities are prepared and approved by regional and Kyiv city state administrations (military administrations).

Reason for the restrictions

Russian troops have repeatedly attacked energy infrastructure facilities in Ukraine this spring. In particular, at night and in the morning of 8 May, according to the Ministry of Energy, Russian forces attacked electricity generation and transmission facilities in six regions – Poltava, Kirovohrad, Zaporizhzhia, Lviv, Ivano-Frankivsk, and Vinnytsia.

Due to the power shortage, Ukrenergo then imposed restrictions on power supply for industry and business, but also warned that blackouts for household consumers were possible.

The reason for the restrictions is an increase in electricity consumption during the cold snap. The capacity of Ukrainian power plants is insufficient due to the effects of five missile and drone attacks by Russia on the Ukrainian power grid since 22 March.
