Personnel blow: Klitschko expels Povoroznyk from Kyiv Investment Council

on August 19, the head of the Kyiv City State Administration, Vitaliy Klitschko, signed a decree No. 33, which excluded the first deputy head of the Kyiv City State Administration, Mykola Povoroznyk, from the Kyiv Investment Council, "Komersant Ukrainian" reports.

The document states that the position of “Mykola Povoroznyk, First Deputy Head of the Kyiv City State Administration, First Deputy Head of the Kyiv Investment Council” is removed from the council. The reasons for this decision are not specified.

Background to the scandal

In April 2025, Povoroznyk found himself at the center of a public outcry.

  • on April 25, the Day of Mourning, he celebrated his birthday on the shores of the Kyiv Sea.
  • The event took place during working hours and with the participation of colleagues.
  • Following the publicity, members of the Kyiv City Council and civic activists expressed their distrust of the official.

Amid the scandal, the mayor of Kyiv temporarily suspended Povoroznyk from his duties for the duration of the internal investigation.

Who is Povoroznyk?

Mykola Povoroznyk is a longtime associate of Vitali Klitschko. As First Deputy Head of the Kyiv City State Administration, he oversaw a number of strategic areas, including investment projects in the capital. As the first deputy chairman of the Investment Council, he was responsible for attracting funding for Kyiv’s development.

His removal from the council may indicate the beginning of further personnel changes in the KCSA. Although the official reasons for the decision have not yet been announced, sources in the mayor’s office attribute it to a loss of trust after the scandal in the spring.
