Heads of state agencies with salaries exceeding UAH 400,000: anti-corruption officials and aviation leaders

In December 2025, the highest salaries among government officials were received by anti-corruption activists represented by the National Agency for Corruption Prevention (NAZK), top officials of the State Aviation Service, and the Pension Fund. Such data is provided by the Ministry of Finance’s dashboard, according to [Komersant].

The lowest level of salaries for management in state authorities was recorded in the Boris Paton National Prize Committee of Ukraine – 75.7 thousand UAH per month.

At the same time, the head of the State Environmental Inspection (headed by Oleksandr Subbotienko, ed.) received a salary of 255,300 UAH in December last year;

the head of the State Space Agency of Ukraine ( headed by Volodymyr Mikheev, ed.) received 220,900 hryvnia;

the head of the Secretariat of the National Tripartite Social and Economic Council ( headed by Lyudmila Ishchenko, ed.) – 145,500 UAH;

Head of the National Agency of Ukraine for Civil Service ( headed by Natalia Alyushina, ed.) –136,100 UAH

As reported by "Komersant Ukrainian", in December 2025, the average salary of full-time employees in Ukraine was 30,926 UAH.

The minimum salary for military personnel in Ukraine is 20,130 UAH. The amount may increase depending on rank, position, length of service, and place of service. Additional monetary awards: 100,000 UAH ( received by military personnel directly involved in combat operations on the front lines), 50,000 hryvnia (paid to those who perform combat or special tasks as part of military command, headquarters, and command structures that exercise operational control of units on the front line), 30,000 hryvnia (received by military personnel who perform tasks in accordance with combat orders outside the front line).
