Who will oversee the Defense Ministry’s budget? Fedorov has a new deputy for finance

The government has appointed a new Deputy Minister of Defense—Vasyl Shkurakov will now be responsible for the ministry’s financial system and internal audit. Defense Minister Mykhailo Fedorov announced this on Telegram, according to "Komersant Ukrainian".
“We are building the Ministry of Defense into an effective structure capable of achieving its goals. Today, at a government meeting, Vasyl Shkurakov was appointed Deputy Minister of Defense of Ukraine. Vasyl Shkurakov will be responsible for the financial system and internal audit. The focus is on building a transparent, manageable, and data-driven financial system for the Ministry of Defense,” Fedorov said.

What he will do at the Ministry of Defense
In his new position, Shkurakov will focus on building a transparent financial system for the ministry.
His key tasks:
- budget planning and execution to ensure resources align with the actual priorities of the front lines;
- managing all sources of funding: the state budget, international technical assistance, grants, and loans;
- strengthening economic analysis to support management decisions;
- strengthening internal control and audit to identify risks and inefficiencies;
- digitizing financial reporting and controls to ensure decisions are made based on high-quality data.
“We are building a system where every hryvnia counts toward the result,” said Defense Minister Fedorov.
As the Defense Minister noted, his deputy, Vasyl Shkurakov, has over 10 years of experience in public finance management. Previously, he served as Deputy Minister of Finance and First Deputy Minister of Community Development and Infrastructure. During the war, he ensured the financial stability of critical infrastructure.
It was previously reported that Ukrainian Defense Minister Mykhailo Fedorov had appointed a new deputy. Mstislav Banik was named to the position. He will be responsible for procurement.
