Former Minister Kubrakov becomes presidential advisor on infrastructure: community development in focus

Oleksandr Kubrakov, former Minister of Infrastructure and Deputy Prime Minister for the Restoration of Ukraine, has been appointed to a new role as freelance advisor to the President of Ukraine on infrastructure and community relations. This was announced in a presidential decree, according to "Komersant Ukrainian".
What is known
Kubrakov left his post as Deputy Prime Minister for Ukraine’s Recovery and Minister of Community, Territorial, and Infrastructure Development in May 2024, after the Verkhovna Rada decided to split the ministry into two separate agencies: the Ministry of Community and Territorial Development and the Ministry of Infrastructure.
Previous experience
Prior to his new appointment, Kubrakov already had experience as an advisor: in January 2025, he was appointed as an advisor to Defense Minister Rustem Umerov on a pro bono basis, where he dealt with community and infrastructure issues.
Tasks in his new position
As an external advisor to the president, Kubrakov will be responsible for coordinating infrastructure projects and interacting with communities throughout Ukraine.
His experience in managing large-scale projects and reforms in the field of infrastructure can help accelerate the restoration of critical infrastructure and the modernization of transport and housing networks in the regions.
What is known about Kubrakov
Oleksandr Kubrakov was born on August 20, 1982, in Pershotravensk (Dnipropetrovsk region). His wife is Iryna Kubrakova. The couple has two sons: Oleksandr and Mark.
From 1999 to 2004, Kubrakov studied at the Vadym Hetman Kyiv National Economic University, majoring in marketing.
He also completed a short-term program at Harvard Kennedy School.
As a student, Kubrakov worked as an economist in the marketing department of the plastic card division of Pravex Bank, a joint-stock commercial bank.
Career
He participated in the implementation of a number of large-scale projects: “Home Internet” from Kyivstar, the transport strategy of the city of Kyiv together with the World Bank. He specializes in the topic of “the state in a smartphone” and the introduction of 4G.
From 2004 to 2011, he worked as a marketing specialist. In particular, he worked at Priokom, a software developer that was once one of Ukrtelecom’s largest contractors, at Finance and Credit Bank as head of strategic marketing, and at Kyivstar as head of market monitoring and then head of fixed-line business marketing.
In 2011, he was an advisor to the then head of the Kyiv City State Administration, Oleksandr Popov. From 2014 to 2016, Kubrakov headed the transport infrastructure project management department of the Kyiv Investment Agency, a municipal enterprise of the Kyiv City State Administration. He was also the head of the project office at the Ministry of Justice.
From 2016 to 2019, he was deputy director and later became director of City for People LLC.
He worked as an advisor to Kyiv Mayor Vitali Klitschko in the IT sector.
In 2019, Kubrakov became a member of parliament from the Servant of the People party and was a member of the Verkhovna Rada Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and the Autonomous Republic of Crimea, the City of Sevastopol, National Minorities and Interethnic Relations.
In November 2019, Kubrakov became the head of Ukravtodor.
In May 2021, he was appointed Minister of Infrastructure of Ukraine, but on December 1 of the following year, the Rada appointed Kubrakov Deputy Prime Minister for the Restoration of Ukraine – Minister of Community, Territory, and Infrastructure Development.
From the beginning of Russia’s full-scale invasion of Ukraine, he was involved in organizing exports in the context of blocked ports, and then participated in securing the “grain corridor.”
