Former NSDC Secretary Becomes Ambassador to Serbia: What We Know About Him

President of Ukraine Volodymyr Zelenskyy has appointed former Secretary of the National Security and Defense Council Oleksandr Lytvynenko as Ukraine’s new ambassador to Serbia. The corresponding decree was published on November 27 on the website of the head of state, "Komersant Ukrainian" reports
By his Decree No. 865/2025, Volodymyr Zelenskyy dismissed Volodymyr Tolkach from the post of Ambassador Extraordinary and Plenipotentiary of Ukraine to Serbia.
By Decree No. 866/2025, Oleksandr Lytvynenko was appointed Ambassador of Ukraine to Serbia.

Who is Oleksandr Lytvynenko?
Oleksandr Lytvynenko is a prominent Ukrainian statesman, Doctor of Political Science and Major General in reserve. He was born on April 27, 1972 in Kyiv.
Education
In 1994, Lytvynenko graduated from the Institute of Cryptography, Communications and Informatics of the Academy of the Federal Security Service of the Russian Federation with a degree in applied mathematics.
After that, in 2009, he graduated from Taras Shevchenko National University of Kyiv with a degree in law, and in 2013, he graduated from the Royal College of Defense Science (RCDS) in the United Kingdom.
Career
Mr. Lytvynenko has over 30 years of experience in national security and strategic research.
His key positions include:
- chief Information Protection Specialist at the Security Service of Ukraine (1994-1998);
- head of a number of departments in the NSDC Secretariat (2005-2007);
- deputy Head of the SSU Department (2007-2009);
- advisor to the Institute for National Security Studies (2009-2010);
- deputy Director of the NISS, Advisor to the Director General of Ukroboronprom;
- deputy Secretary of the National Security and Defense Council;
- director of the National Institute for Strategic Studies;
- head of the Foreign Intelligence Service of Ukraine (until 2024).
Awards
Lytvynenko was awarded:
- order of Prince Yaroslav the Wise, V degree,
- the jubilee medal “25 Years of Independence of Ukraine”.
The official is married and has two children.
