Utilities in Zaporizhzhia have spent a quarter of a billion hryvnias and do not allow auditors

A utility company engaged in the overhaul of housing destroyed by shelling in Zaporizhzhia region has for the second time prevented state auditors from inspecting it. This is stated in the report of the State Audit Service of Ukraine, "Komersant Ukrainian" reports.
The company has implemented projects for the overhaul and restoration of residential buildings worth more than UAH 260 million.
However, during an attempt to conduct a routine audit, the management of the utility company refused to provide the auditors with the necessary financial documents and a place to work. This is a repeat case – a similar situation occurred in February 2024.
The National Police was informed about the fact of obstructing the work of state controllers. Such actions are subject to criminal liability. Law enforcement agencies now have to find out what exactly the management of the utility is trying to hide.

War and reconstruction
As of May 2023, the KSE Institute counted $54 billion in losses to Ukraine’s housing stock. Of this, $46 billion was caused by the destruction of apartment buildings. In total, there are more than 18 thousand such buildings. Also, 144 thousand private houses were damaged. The total area of damaged or destroyed facilities is 87 million square meters. This is 8.6% of the total housing stock of Ukraine. In total , Russia has caused $153 billion in damage to Ukraine’s infrastructure.
As reported by Deputy Prime Minister Iryna Vereshchuk, as of April 2023, 2.5 million Ukrainians had their homes damaged by the Russian invasion. There are 170 thousand registered people whose homes have been completely destroyed. 200,000 Ukrainians are currently living in places of compact residence, and 5,000 of them are living in modular towns.
The state program of compensation for destroyed housing applies to owners of housing destroyed as a result of hostilities after February 24, 2022. The state compensates such people for the purchase of new or repair of old housing. However, the government has set a maximum area of destroyed housing for which compensation will be paid.
