Adjustment for hundreds of millions: who and without competition completes the school in Transcarpathia

The communal institution “Management of Common Property of Territorial Communities” of the Transcarpathian Regional Council has ordered the adjustment of the project for the construction of a school and a boiler house in Kolchino settlement for the amount of more than 225 mln hryvnias. The contract was awarded to a company without competitors – already known performer of the same object. This is reported by Prozorro, reports "Komersant Ukrainian".
What happened
on December 22, the customer based on the results of the tender concluded an agreement with Garantbud Ltd. to adjust the construction of a school and boiler house in Kolchino, 6 km from Mukachevo. The total value of the contract is 225.58 million hryvnias.
What object we are talking about
By the end of the year in Kolchino on Frideshevska Street, 16, it is planned to complete blocks A, B and C of the school, as well as the boiler house. Construction has been going on since 2021. Since 2023, the contractor at the site is Garantbud, which has already received UAH 119.22 million for the work performed.
Financing is carried out at the expense of the local budget.
Why pay attention to the tender
According to “Prozorro”, the company received the contract without competition. The customer is the CU “Management of common property of territorial communities”, which is headed by Anton Gromovoy.
Who is the contractor
Garantbud LLC belongs to Uzhgorod businessman Oleg Dlusky. He is also a co-owner of the consortium “Terminal Yapi and Garantbud”, where 90% belongs to Garantbud and 10% belongs to the Turkish company Terminal Yapi ve Ticaret A.Ş.
In addition, Garantbud is part of the Kiev-based consortium Adamant & Kintegro (7.14%), whose co-owners include Petro Levchenko and Roman Topazly.
Political and anti-corruption contexts
The anti-corruption center Mezha has previously claimed that Garantbud is linked to Denis Komarnitsky and MP Mykola Tishchenko. The company was previously registered in Kiev and later re-registered in Kolchino. This happened during the period when Tishchenko headed the Transcarpathian regional organization of the Servant of the People party.
