Critical enterprises allowed to book more employees

on May 28, 2025, the rules for booking employees for enterprises that have the status of critical importance were updated on the Diia portal. These changes allow companies to increase the number of specialists who can be booked, which will help to retain key personnel during martial law, "Komersant Ukrainian" reports.

The main changes:

Accounting for mobilized employees: Now, the total number of employees liable for military service in a company includes those who were mobilized after May 18, 2024, provided they are officially employed. This means that companies can count on a larger booking limit. For example, if previously 40 people (50%) out of 80 persons liable for military service could be booked, with the addition of 20 mobilized persons, the total number increases to 100, and the booking limit is already 50 people.

Exclusion of employees booked with other companies: Employees who already have a reservation in another company are no longer taken into account when calculating the total number of persons liable for military service in your company. This avoids duplication and ensures a more accurate calculation of the limit.

Who can apply for a reservation:

  • Legal entities or their branches that are included in the Unified List of Critical Enterprises.
  • Employees who are officially employed and have relevant records in the Register of Persons Liable for Military Service, including exclusion from military registration.
  • These updates are aimed at supporting the smooth operation of critical enterprises, ensuring that the necessary human resources can be maintained under martial law.
