Kyivstar acquired Tabletki.ua: what is known about the deal

On February 10, 2026, Kyivstar completed the acquisition of Tabletki.ua. The deal was worth $160 million. The platform specializes in searching, comparing prices, and booking medicines and health products in Ukrainian pharmacy chains. This was reported by the press service of the technology company VEON, which owns Kyivstar, according to "Komersant Ukrainian".
What is Tabletki.ua and why is this deal important?
Tabletki.ua is one of Ukraine’s most popular digital platforms for searching, comparing, and booking medicines in pharmacies. Millions of Ukrainians use the service every month.
The platform cooperates with more than 14,000 pharmacies across the country and in 2025 provided an average of 14 million bookings per month, becoming a daily tool for Ukrainian families.
Turnover (GMV) through Tabletki.ua:
- UAH 45 billion — in 2024
- UAH 57.3 billion — over the last 12 months as of September 30, 2025
Strengthening Kyivstar’s e-health ecosystem
The acquisition of Tabletki.ua was a logical continuation of Kyivstar’s development in the medical field after the purchase of the Helsi platform in 2022. The new asset will become part of the company’s digital ecosystem, which also includes:
- Uklon taxi and delivery service
- Kyivstar TV
- MyKyivstar app
Comments from management
Kyivstar President Alexander Komarov emphasized that the deal is of strategic importance:
“Ukrainian companies such as Tabletki.ua help millions of Ukrainians use convenient digital services. Combining Kyivstar’s expertise with Tabletki.ua’s strong position will make medical services even more accessible throughout the country.”
VEON CEO Kaan Terzioglu said that the company is strengthening its presence in Ukraine:
“This acquisition reinforces our commitment to Ukraine and will accelerate the development of innovative, customer-centric healthcare services.”
Financial indicators of the deal
The gross merchandise value (GMV) of orders through the platform for the period from October 2024 to September 2025 amounted to UAH 57.3 billion ($1.19 billion);
EBITDA for 12 months (as of September 30, 2025) amounted to $24 million, and net profit — $20 million.
According to management reporting, the transaction price of $160 million is based on a multiple of 8.0X the company’s net profit.
Kyivstar and VEON investments in Ukraine
VEON and Kyivstar plan to invest $1 billion in Ukraine in 2023–2027, including:
- telecom infrastructure
- technological development
- strategic acquisitions
- social and charitable projects.
Permission from the Antimonopoly Committee
On January 30, the Antimonopoly Committee of Ukraine (AMCU) granted Kyivstar permission to acquire the Tabletki.ua medicine search and booking service.
The AMCU noted that Kyivstar will assume a number of obligations in the areas of personal data protection, pricing, and equal access to analytics. In particular, prices for access to Tabletki.ua will not be set at a level that would be impossible under conditions of significant competition. Also, the personal data of Tabletki.ua and Helsi users won’t be combined without separate consent.
In addition, six months after the merger, Kyivstar must implement a mechanism for clearly informing users about the use of advertising or behavioral tracking technologies and ensure that users can choose the level of personal data processing.
What obligations has Kyivstar undertaken?
Earlier, the AMCU announced that Kyivstar had agreed to comply with the following requirements:
- in the event of the creation of new analytical products, marketing services, or reports, to provide access to them to participants in the healthcare, pharmaceutical, and insurance markets;
- prices for access to Tabletki.ua must not exceed the level that would be possible under conditions of significant competition;
- the collection and use of personal data of Tabletki.ua and Helsi users will be carried out exclusively with the informed consent of users;
- refusal of extended data processing parameters will not restrict access to the platforms;
- the personal data of Tabletki.ua and Helsi users will not be combined without separate consent;
The mobile operator acquired the Helsi medical service in 2022-2025 and closed a deal with the online taxi service Uklon in April last year.
Additional obligations regarding transparency and data processing options
The AMCU decision separately specifies in detail the requirements for informing users and the mechanisms for choosing personal data processing that Kyivstar must implement within six months from the date of the concentration.
In particular, the company is required to:
- implement a clear mechanism for informing users about the use of advertising or behavioral tracking technologies and the creation of advertising or marketing profiles, specifying the purpose of such processing and possible third-party access to the data;
- provide users with a real and technically accessible choice of personal data processing parameters, namely the ability to:
- agree only to the mandatory settings necessary for the provision of services;
- agree to extended settings, in particular for informational and marketing purposes;
- agree to the use of all parameters processed by the platform, including the transfer of data for integration between the Tabletki.ua and Helsi platforms;
- completely refuse to use all data processing options.
The AMCU emphasizes that the relevant information must be visually noticeable, understandable, and legible, and must be displayed during the user’s first interaction with the Tabletki.ua and Helsi platforms, to the extent that this is technically possible.
The selection mechanisms must be implemented through:
- user account settings;
- other interface control tools;
- channels provided for in the privacy policies of each platform,
taking into account the requirements of the legislation and rules of the relevant digital environments, including web versions and mobile applications.
In addition, Kyivstar is obliged to:
- update the Notice on the processing of personal data on the Tabletki.ua and Helsi platforms, taking into account the new requirements for advertising and behavioral tracking;
- provide a transparent explanation of how users can select data processing options;
- place links to the updated notices on the processing of personal data on the home pages of both platforms in all technically accessible environments — web, mobile versions, and applications.
