China tightens control over private chats: who will be affected by new rules

New rules will come into effect in China on January 1, 2026, prohibiting the distribution of “indecent” content in personal online messages and providing for stiffer penalties for distributing pornography. This was reported by The Washington Post, "Komersant Ukrainian" reports.
What is the essence of the changes
Formally, the innovations are aimed at combating pornography and exploitative materials – content that has long been banned in China. At the same time, the publication notes, the rules also limit the voluntary exchange of intimate messages between adult users.
Who will be affected the most
The ban will primarily affect private correspondence on WeChat, China’s largest application that combines a messenger, social network, and payment platform. It is the platform that accounts for a significant portion of everyday online communication in the country.
Background of the decision
According to The Washington Post, the tightening of control was a reaction to a high-profile scandal this summer. Back then, sexually explicit photos of women taken without their consent were shared in the MaskPark Telegram chat. According to media reports, the group had about 100,000 members.
Penalties and liability
The amendments increase the sanctions for sending intimate images: now it will be punishable by 10-15 days of administrative arrest and a fine of about $700 (previously – about $420). Not only users who post or send such content will be held liable, but also administrators of online groups.

The Chinese authorities emphasize that the changes are aimed at adapting the legislation to the new digital realities. At the same time, human rights activists and experts fear that controlling “obscenity” in private chats may further narrow the boundaries of personal freedom on the Chinese Internet.
