Latvia updates border crossing conditions for Ukrainian citizens

Starting September 1, 2025, Latvia will introduce new entry rules for foreigners, including Ukrainian citizens.
This is reported on the website of the Ministry of Foreign Affairs of Latvia. It is reported by "Komersant Ukrainian".
It is noted that third-country nationals must submit an online questionnaire at eta.gov.lv at least 48 hours before entering Latvia.
In the application form, foreigners need to indicate the purpose of the trip, as well as the duration of stay, route, place of residence, and information about service in government agencies or participation in elections. You can submit the application form only on your own behalf.
After completing the application form, you will receive a confirmation email. If you do not have the application form when trying to enter Latvia, you may receive a fine of up to 2000 euros.
The new requirements also apply to Ukrainians with temporary protection or a residence permit in another EU country. The form must be filled out even for a short trip.
As a reminder, on July 7, the European Parliament approved the Entry\Exit System procedure, which will take effect on October 12. From this date, instead of the standard passport stamp, foreigners will have to undergo a different procedure at the border – the collection of biometric data.
