Luhansk Regional State Administration plans to spend over UAH 3.2 million on PR in online media, according to Prozorro

The Department of Mass Communications of the Luhansk Regional State Administration has announced a tender for advertising and marketing services for placing information in online media. The expected cost of the tender is UAH 3,227,500, according to "Komersant Ukrainian", citing the Prozorro public procurement portal.
The tender is for services to place information in electronic media on the Internet to cover events related to the implementation of the Luhansk Region Economic and Social Development Program for 2024-2027, approved by Order No. 296 of the Head of the Regional State Administration – Head of the Regional Military Administration on December 25, 2023.
Proposals will be accepted until February 7. The procurement involves one lot.
According to the Technical Specification, the winner of the tender will have to produce and distribute information materials “about the activities of the authorities of the Luhansk region and the socio-economic life of the Luhansk region” on Internet resources.
In particular, this refers to information materials such as:
- statistical data on the socio-economic development of communities, reports on the implementation of local and regional programs adopted by the military administrations of settlements in the Luhansk region,
- statements and information from officials;
- official announcements about the activities of the Luhansk Regional State Administration;
- reference, holiday, and news materials.
The justification states that the procurement is being carried out in accordance with clause 3.18 of the Regional Target Program for the Restoration and Reintegration of the Region’s Information Policy.
About the occupation of Luhansk and cities in the region
As of early 2026, almost the entire territory of the Luhansk region (over 95%) remains under temporary occupation by the Russian Federation, including the cities of Severodonetsk, Lysychansk, Rubizhne, Novoyadar, and Luhansk, which were captured by the occupiers between 2014 and 2022.
According to the Luhansk Regional Military Administration, as of July 2025, 16 settlements in the Severodonetsk and Svatovsky districts of Luhansk region were in the zone of active hostilities, and the territories of other settlements in the region were designated as temporarily occupied.
