Subway to Vynohradar: Kyiv demands more than UAH 3.6 billion from Kyivmetrobud in court

The Kyiv city authorities and Kyiv Metro have filed a lawsuit against Kyivmetrobud JSC, the former general contractor for the construction of the Vynohradar metro. The utility company claims that the city suffered property damage worth UAH 2.3 billion due to the delay in construction.
This was reported by the Kyiv Metro, "Komersant Ukrainian" reports.
What are the claims?
According to the conclusions of a forensic examination commissioned by the subway, UAH 2.3 billion is the damage incurred by Kyiv as a result of Kyivmetrobud’s failure to complete the construction of the subway section within the timeframe specified in the contract.
In addition, Kyiv Metro claims another UAH 1.36 billion in penalties and fines for violation of the deadlines for completion and commissioning. The total amount of claims exceeds UAH 3.6 billion.
How the events developed
Kyivmetrobud was building the Vynohradar metro line in 2018-2023. Construction of the new stations, Mostytska and Prospekt Pravdy, began in 2019. They were scheduled to open in December 2021.
In September 2021, the contractor announced that it was not able to complete the work on time and asked the court to postpone the completion date from November 2021 to May 2023. In February 2023, construction was formally resumed, but in the fall of the same year, active work actually stopped.
How it ended
Due to systematic violations of deadlines, Kyiv Metro terminated the contract with Kyivmetrobud. The resulting expert opinion, which sets out the amount of damages incurred, is to be used as key evidence in court proceedings.
Maksym Shkil’s Avtostrada company became the new general contractor for the construction of the Vynohradar subway.
