One billion hryvnia in investments: what is planned to be built in Vinnytsia region

The Cabinet of Ministers has included the BRIL PARK industrial park in the State Register of Industrial Parks. The facility is located in the Zhmerynka community in Vinnytsia region and, according to the plan, is expected to create up to 390 new jobs in the manufacturing industry.

The decision was announced by the Ministry of Economy, Environment, and Agriculture of Ukraine, according to "Komersant Ukrainian".

What the project entails

The park was created for a period of 34 years on an area of almost 28 hectares. Its initiator is JSC “ZNVKIF “ERAGON””, which plans to attract more than UAH 1 billion in investments.

Funding will come from:

  • the initiator’s own funds,
  • state incentives,
  • private investments by park residents.

The declared profile is the processing industry, in particular:

  • production of flour, cereals, and animal feed,
  • processing and canning of fruits and vegetables,
  • woodworking,
  • manufacture of ceramics, porcelain, and abrasive products,
  • activities in the field of IT and scientific and technical developments.

Thus, the park is focused not on a raw materials model, but on creating added value.

Why the state promotes industrial parks

Industrial parks are part of the “Made in Ukraine” production development policy. State incentives include tax and customs privileges, as well as the possibility of compensation for infrastructure costs.

Deputy Minister of Economy Vitaliy Kindrativ said that new production facilities will contribute to regional development, the introduction of technologies, and the replenishment of local budgets.

As of now, there are over 113 industrial parks in the Register. According to the government, by the end of 2025, 37 industrial enterprises had been built or were under construction (22 completed, 15 in progress).

Not only creation, but also cleaning up the Register

The expansion of the network is taking place in parallel with its revision. Earlier, the government excluded seven industrial parks from the Register due to non-compliance with conditions or lack of real activity.

Recently, Bukovina 1 Park was also added to the Register, becoming the first new facility with this status in 2026.

This indicates the state’s attempt not only to increase the number of parks but also to improve their efficiency.

What does this mean for the region?

For Vinnytsia region, the project could become:

  • an additional source of jobs,
  • a platform for localizing agricultural processing,
  • a stimulus for small and medium-sized businesses.

However, implementation remains a key issue: experience from previous years shows that not all industrial parks transition from their status in the Register to the actual launch of production.
