Millions for treatment of seriously ill patients stolen: large-scale scheme in the Ministry of Health exposed

Law enforcement officers have uncovered a large-scale scheme to misappropriate millions of budget funds allocated to help seriously ill patients by officials of a number of healthcare institutions. This was reported by "Komersant Ukrainian" with reference to the Prosecutor General’s Office.
During the pre-trial investigation, law enforcement officers found that officials of health care institutions, during the implementation of the budget program “Implementation of the Program of State Guarantees of Medical Care for the Population,” seized budget funds in particularly large amounts.
The main administrator of the program is the Ministry of Health of Ukraine, the Prosecutor General’s Office emphasizes.
“In particular, healthcare institutions that have entered into contracts with the NHSU to provide medical services under the Medical Guarantees Program in 2024 seized millions of budget funds by entering inaccurate information into the electronic healthcare system,” the statement said.
As part of the pre-trial investigation of the criminal proceedings under Part 5, Article 191 of the Criminal Code of Ukraine under the procedural guidance of the Prosecutor General’s Office, BES detectives and employees of the National Police’s SID conducted a series of searches at the doctors’ places of work and residence, during which they found and seized documents that became the basis for the accrual and payment of funds to doctors for 2024 for allegedly providing medical services to patients that were not actually provided.

We are talking about millions of budget funds. The involvement of officials of the National Health Service of Ukraine and the Ministry of Health of Ukraine in committing these crimes is being checked.
Investigative actions are also underway to verify the involvement of other medical institutions that provided similar services in the above scheme of misappropriation of budget funds.
The pre-trial investigation is ongoing.
