Minister of Unity vs. NABU: He “stood up” for Chernyshov Shmyhal

                                                                    on July 1, the High Anti-Corruption Court (HACC) considered a motion filed by the NABU and the SAPO to suspend Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov from his duties for two months. This was reported by "Komersant Ukrainian" with reference to Espresso.
The court session started late, and the court adjourned for about 10-15 minutes to review the evidence provided by the defense.
Defense lawyer Oleksandr Tananakin opposed the suspension, citing the Cabinet of Ministers’ rule that in case of the official’s unavailability, his duties should be performed by the Deputy Prime Minister for Digital Development (currently Mykhailo Fedorov).
The defense also emphasizes that Chernyshev’s suspension will significantly complicate the work of the government and the ministry as a whole. According to the lawyer, the accusation is “obviously unfounded,” and the amount of bail “is simply unavailable due to restrictions on banking procedures.”
NABU detective Roman Dogoyda, in turn, said that detention could be an alternative to suspension for the Minister of National Unity.
The head of the government “stood up” for Chernyshev
Prime Minister Denys Shmyhal stood up for Oleksiy Chernyshov and said that his suspension would negatively affect the work of the Government. This became known at a meeting on July 1, according to the prosecutor.
According to him, the Cabinet of Ministers very quickly responded to the lawyer’s request of July 1, 2025, signed by Prime Minister Denys Shmyhal himself, with its own interpretation of the law, noting that Chernyshev’s removal from office would negatively affect the work of the government in general and the Ministry of Nationality in particular.
The promptness of the response to this request indicates that Chernyshov continues to have the ability to influence, in particular, even the Prime Minister of Ukraine,” the prosecution representative concluded.
What preceded it
on June 27, the court ordered Chernyshov to be released on bail in the amount of UAH 120 million and imposed mandatory conditions: to notify investigators of changes of location, to add to the case file or surrender passports, and to be in touch until the investigation is completed (until August 27).
The essence of the suspicion
on June 23, Chernyshov was served with a notice of suspicion.
The minister is accused of abuse of office and obtaining an undue benefit in the form of an apartment at a significant discount (in favor of himself and third parties), as well as assisting a developer in obtaining a land plot in Kyiv at a reduced price. He is charged under Articles 364 and 368 of the Criminal Code, which provide for up to 12 years in prison.
Oleksiy Chernyshov himself calls the suspicion unfounded and assures that he will continue to fulfill his duties and comply with the court conditions. He also noted that during his business trips, his employer, the Ministry, continues to operate as usual. In particular, according to him, the position is temporarily filled by either the first deputy or another deputy, but not by another minister.
Thus, Chernyshev’s case is moving to a key stage, when it is decided whether he will remain in office or will start fulfilling the agreements under investigation in the status of acting minister or under house arrest.
It should be noted that the final decision on Chernyshev’s suspension from his duties is expected on July 2 at 12:00.
