The Ministry of Defense will help the new Land Forces Command to carry out a major reorganization

The Main Inspectorate of the Ministry of Defense of Ukraine will conduct a comprehensive analysis of the Land Forces Command of the Armed Forces of Ukraine. This was announced by the Minister of Defense Rustem Umerov, "Komersant Ukrainian" reports.

The report uses the phrase “comprehensive analysis”. However, if we use civilian vocabulary, we could say “comprehensive audit,” which is often carried out when a new team comes in and needs to objectively assess the state of affairs and the potential for change before starting reforms.

As you know, a new team has recently taken over the leadership of the Land Forces.

A little over a month ago, on November 29, 2024, the President of Ukraine appointed Mykhailo Drapatyi as the new Commander of the Land Forces of the Armed Forces of Ukraine and Oleh Apostol as his deputy.

At the same time, the head of state outlined the main task for the new leaders: “to significantly increase the combat capability of the army, ensure the quality of military training and introduce innovative approaches to human resources management in the Armed Forces of Ukraine.”

Exactly two weeks later, the new Commander-in-Chief of the Land Forces unveiled his vision of changes, which actually detailed what the president had said.

How is it proposed to change the Land Forces?

First of all, Major General Mykhailo Drapaty emphasized changes in the attitude towards people and assured that human dignity and quality training of personnel would be in the focus of his attention.

He emphasized the need to reformat programs and transform training centers for faster, yet highly professional training. It was also promised that the emphasis of these changes would be on the principles of military leadership and knowledge of technology.

The second area of change is to achieve technological superiority in the armament of the infantryman.

The third area of focus is the optimization of management processes, in particular through organizational changes and digitalization, with a focus on logistics and training.

“People, technology and transparent management are the focus of attention that will be implemented in the Land Forces of the Armed Forces of Ukraine,” summarized Mykhailo Drapaty, the Commander-in-Chief of the Land Forces, assuring that “there will definitely be changes.”

And how can this restructuring be done without a deep analysis of experience and an honest understanding of mistakes? This, apparently, is what the Main Inspectorate of the Ministry of Defense is supposed to do. And in the course of a comprehensive analysis, it will be possible to find grounds and justifications for personnel decisions. Of course, not with regard to the new command. You must admit that it is too early.

What will the military inspectors analyze?

When announcing the inspection of the Land Forces Command, Defense Minister Rustem Umerov diplomatically solidarized with the new commander Mykhailo Drapatyi in his desire to “have a complete picture of the state of affairs” and emphasized that this is what the Main Inspectorate of the Ministry of Defense will do:

– analysis of the organizational structure and powers,

-assessment of the effectiveness of management processes,

– check for compliance with the law.

And based on the results of the inspection, the following will be carried out:

– implementation of reforms in the management system and personnel policy in the Land Forces Command,

– optimization of management processes,

– strengthening the combat capability of units through new approaches to training.

However, the previous day’s publicity surrounding the investigation conducted by Censor.NET editor-in-chief Yuriy Butusov into the circumstances of the formation and functioning of the 155th Mechanized Brigade “Anna Kyivska” could suggest another area of focus for the Ministry of Defense inspectors. Still… such a coincidence in time. But the State Bureau of Investigation is already investigating the facts of abuse of authority and desertion in the 155th Mechanized Brigade. And today this topic is to be discussed at a meeting of the Supreme Commander-in-Chief’s Staff. That is, the problem has reached the highest level.
