The Ministry of Defense explained how the military can buy used pickup trucks for the front line

The Ministry of Defense of Ukraine has clarified the procedure for purchasing used pickup trucks for the needs of the Armed Forces. The ministry explained how military units can officially purchase such vehicles to provide units on the front line with the necessary transportation, "Komersant Ukrainian" reports
New procurement rules
According to the amendments, military units will be able to purchase used vehicles (pickups, ATVs, motorcycles) under a simplified procedure.
The price will be determined on the basis of an expert opinion or a property valuation report that establishes the estimated market value.
Participants were informed that military units now have the right to purchase used pickup trucks, ATVs and motorcycles without open bidding if
- there is a confirmed need for transportation,
- and the cost of the equipment is determined by an expert opinion.
This approach, according to the Ministry of Defense, can significantly reduce the time for supplying mobile equipment to the Armed Forces, while meeting the requirements of transparency and control.
How the procedure works
During the webinar, the participants were presented with a step-by-step procurement algorithm. In particular, they discussed
- the procedure for confirming the staffing requirements,
- formation of lists of equipment and procurement volumes,
- the procedure for evaluating vehicles,
- preparation of a package of documents for concluding contracts.
The experts also provided practical advice on vetting suppliers, executing contracts, coordinating with financial and legal departments, and registering vehicles in units.
“Pickup trucks are critical for performing tasks on the front line. Simplifying and increasing the transparency of procurement procedures allows not only to deliver these vehicles to military units as quickly and efficiently as possible, but also ensures more effective and responsible use of budget funds,” said Colonel Oleksandr Osadchyi, acting director of the Defense Ministry’s Procurement Department.
In August, the Cabinet of Ministers of Ukraine, pursuant to the President’s instruction and upon the proposal of the Ministry of Defense, decided to simplify the procurement procedures for used vehicles for military units. This was an important step towards reducing bureaucratic barriers and strengthening the country’s defense capabilities.
