The Ministry of Defense has contracted “wounded soldier’s packages” for the first time: what is included in the set

On October 9-10, the State Operator of the Home Front (DOT), a state-owned enterprise subordinated to the Ministry of Defense of Ukraine, signed three contracts for the supply of 50,000 sets of personal care products.
The total cost of the purchase is UAH 26.48 million, as reported by Nashi Hroshi journalists with reference to the Prozorro system, [ komersant] reports.

This is the first contracting of such kits – they are part of a new format of supplying the military called the “wounded package”.
The delivery is scheduled for December 15.

What is included in the kits

A total of 48 thousand men’s and two thousand women’s kits have been purchased.
The basic set includes:

  • a towel, razors and shaving cream
  • toothbrush and toothpaste;
  • shampoo, shower gel, deodorant, cream, comb;
  • cotton swabs, antiseptic, napkins and toilet paper.

The women’s kit additionally contains pads, cotton pads and a hair elastic band.
All the products are mostly made in Ukraine, in standard sizes (200-300 ml) and packed in a backpack bag.

Each set is complemented by thank-you cards with 12 variants of children’s drawings.

Who will supply

Two companies won the tender:

  • Partner Ukraine LLC (Dnipro) – a contract for UAH 13.85 million.
    • Women’s sets cost UAH 767, and men’s sets cost UAH 545.
  • TK-Domashniy Textile LLC – two lots for UAH 12.63 million.
    • Women’s sets cost UAH 697 and UAH 711, men’s sets cost UAH 489 and UAH 507.

The average savings amounted to 25-33%: the expected price was UAH 734 for men’s and UAH 959 for women’s sets.
There were 4-5 companies bidding, which increased competition and lowered the price.

Who is behind the companies

Partner Ukraine has been operating since 2017. The owner is Stanislav Yablonsky, and 10% of the company is owned by Vladislav Stipelman’s VS Investment fund.

TK-Home Textile is a part of Oleksandr Sokolovsky’s TK Group, founded in 2012. The co-owners are Oleksandr Sokolovsky and Volodymyr Martsenyuk.

The procurement was one of the first large-scale contracts of the Ministry of Defense to provide wounded soldiers with basic care items.
The format of the “wounded soldier’s package” is an attempt to systematize and standardize the provision of hygiene products, which was often done by volunteers

By the end of the year, the Ministry of Defense plans to expand the format of the “wounded soldier’s package” to include kits for different stages of treatment of the military.
If the procurement is successful, such tenders may become a regular practice in the army’s logistics.
