The Ministry of Defense has launched the Impulse military accounting system: what is known

The Ministry of Defense of Ukraine has announced the launch of a new digital military accounting system called Impulse. This is the first such system to be used in all military units of the Armed Forces of Ukraine. This is reported on the website of the Ministry of Defense, "Komersant Ukrainian" reports
Defense Minister Denys Shmyhal said on Telegram that the system allows you to receive up-to-date information about each defender, view the history of appointments, generate reports and draft orders.
“Impulse is the first massive tactical-level information and communication system (ICS) that should be launched in every military unit,” Shmyhal emphasized.
What is Impulse for?
Previously, military units and personnel services had to manually keep records of military personnel, issue orders and other documents on a daily basis. Now these processes are being transferred to a secure digital environment.
The first units to use the system were the Airborne Assault Forces, and in the near future Impulse will be launched in the Land Forces and the newly created corps.
What changes with the arrival of Impulse:
- military units – get quick access to up-to-date information on personnel and quickly generate orders and other documents;
- senior management – can make management decisions based on clear and transparent data for each unit.
Advantages of the digital system
Minister of Defense of Ukraine Denys Shmyhal emphasized that the new system will reduce the bureaucratic burden on the military:
“We are scaling up the Impulse system in the army and creating a basis for eliminating unnecessary bureaucratic procedures. From now on, military units will have quick access to up-to-date information about people, and the command will be able to make management decisions based on transparent data.”
Deputy Minister of Defense for Digital Development Oksana Ferchuk emphasized:
“Impulse records clear, up-to-date data on each serviceman and changes in service, which are used to form orders, certificates and statistics – transparent and consistent with each other. It is important for us to deploy the system on a large scale so that every unit can enjoy its benefits.”
Cybersecurity and data security
The system has been authorized in accordance with modern international cybersecurity standards applied by NATO countries. The data is stored in a secure environment and is accessible only to authorized persons with the appropriate level of rights.
According to Andriy Lebedenko, Deputy Commander-in-Chief of the Armed Forces of Ukraine, Impulse is an important step in the digitalization of the army’s administrative processes, allowing for prompt decision-making based on accurate data.
Next steps
In the future, the system will be integrated with other digital solutions for the Defense Forces, including the Army app, electronic document management, and the Medical Information System. This will create a single electronic space for managing the personnel of the Armed Forces of Ukraine.
