The Ministry of Social Policy explained how to get a subsidy for the summer of 2025

The Ministry of Social Policy of Ukraine has published detailed explanations on the allocation of housing subsidies for the non-heating season. Most citizens will receive the subsidy automatically. At the same time, there are cases when it is necessary to apply to the Pension Fund with updated documents. This was reported by "Komersant Ukrainian" with reference to the Ministry of Social Policy.

To whom will the subsidy be reassigned automatically?

If you have already received a housing subsidy during the heating season and you

  • your property status has not changed,
  • the composition of your household has not changed.

The subsidy for the unheated season of 2025 will be reassigned automatically – no additional actions are required.

However, if such changes have occurred (for example, the number of living persons has changed or a new property has appeared), the legislation obliges to notify the PFU within 30 days from the date of such changes.

Who should apply to the Pension Fund for a subsidy?

For certain categories of citizens, submission of an application and declaration is mandatory to receive a subsidy for the non-heating season.

You must submit an application and declaration to the Pension Fund of Ukraine if:

  • You rent housing and pay utility bills for it.
  • The household includes internally displaced persons (IDPs).
  • The actual number of residents is less than the number of registered residents.
  • You are applying for a subsidy for the purchase of liquefied gas, solid or liquid heating oil.
  • During the winter period, you were assigned a subsidy of UAH 0.0.

These categories of citizens must apply to receive support for the non-heating period, which usually lasts from May to September.

Deadlines for submitting documents

It is important to remember that if you apply within two months of the start of the unheated season (i.e. in May or June), the subsidy will be granted from the beginning of this period.

So do not hesitate if you fall into one of the above categories!

How and where to apply?

The Ministry of Social Policy has provided several convenient ways to submit documents to the Pension Fund:

  1. By mail or in person – contact one of the service centers of the Pension Fund of Ukraine.
  2. Online through the PFU portal – use the option “Application for a housing subsidy or benefit” on the e-services portal or in the PFU mobile application.
  3. Through the Diia portal – enter “Application for a subsidy” in the search and follow the instructions.
  4. At theASC – contact the nearest administrative service center.
  5. Through local authorities – submit documents through authorized persons of the village, town or city council.

What data is required for the application?

To properly apply for a subsidy, you must provide complete information about yourself and your household.

The application must include

  • information about family members living in the premises;
  • the address of residence where the subsidy is to be calculated;
  • type of subsidy (housing and communal services or solid fuel);
  • details of the account in the IVAN format to which the subsidy is to be credited in case of appointment.

When filling out the application, you can choose a convenient way to contact you: phone, e-mail; message via the Pension Fund of Ukraine’s electronic services web portal and/or the Pension Fund of Ukraine’s mobile application. This is the way you will be informed of the decision to grant a subsidy.
