Mobilization and digitalization: who will be released from service through the “Reserve” service in August

The Ministry of Defense of Ukraine is preparing another update of the digital service Reserve, which allows for deferrals from mobilization. According to an official statement by Deputy Defense Minister Kateryna Chernogorenko, the new features of the platform should be launched in late July or early August 2025, "Komersant Ukrainian" reports.
First of all, the Reserve update will cover the education sector. It is expected that the following will be able to count on a delay of a few clicks:
- researchers
- research and teaching staff;
- teaching staff of higher and vocational education institutions.
The main condition is the availability of up-to-date data in the Unified State Electronic Database on Education (USEDE). If the system confirms the person and his or her position automatically, there will be no need to submit paper documents. This will greatly simplify access to the deferment for thousands of teachers across the country.
The second category that will be covered by the new functionality is citizens with spouses with disabilities of group I or II. The status will be checked through interagency integration of data from the Ministry of Social Policy, the Pension Fund of Ukraine and the State Register of Civil Status Acts.
Thus, the decision to grant a deferral will also be made without additional burden on paperwork.

The Ministry of Defense does not plan to limit itself to two categories. According to Kateryna Chernogorenko, the Ministry of Defense team is already working on expanding the functionality of the Reserve service for other groups of citizens.
“I understand how important it is now to be able to apply for a deferment online – without unnecessary queues and binding to the CCC. Therefore, we are working to expand the service to other categories as soon as possible,” Chernogorenko said.
“The potential next beneficiaries include parents of children with disabilities and caregivers of such children or adults with disabilities.
This step is particularly important in the context of the state’s social responsibility during the war, given that more than 160,000 children in Ukraine currently have official disability status.
The Reserve service is part of the government’s overall policy of digital transformation of administrative processes in the defense sector. Currently, critical infrastructure workers registered in the relevant register can apply for a deferment through the platform.
According to the Deputy Minister of Defense, the main goal is to make deferrals as convenient, transparent, and as uncomplicated as possible without requiring official intervention or “manual mode.” To do this, the platform integrates with more than 20 state registers and gradually automates processes that used to take weeks.

The new Reserve options have a positive economic effect. Retaining employees in higher education, IT, energy, or healthcare means stability in the labor market, support for budget revenues, and the continuity of critical state functions.
By the end of the year, the Ministry of Defense promises to introduce several more categories that will be able to apply through the service. Thus, Reserve is gradually turning into a key digital tool for adapting military accounting to the realities of a large-scale war.
