The Ministry of Health announced an inspection of pharmacies to identify pharmacists without education

The Minister of Health of Ukraine Viktor Lyashko has instructed to conduct a detailed analysis of the provision of pharmacies with qualified personnel and develop proposals for the effective implementation and operation of the pharmacists’ register. This was reported by "Komersant Ukrainian" with reference to the Ministry of Health of Ukraine.
“Information from the electronic healthcare system allows us to determine who exactly works in pharmacies and whether the employee meets the professional requirements. This opens up the possibility for the State Service on Medicines and Drugs Control to launch targeted inspections in those institutions where there are doubts about the availability of qualified employees,” Lyashko said.
The Ministry of Health noted that last week the State Service of Ukraine on Medicines and Drugs Control published a report on inspections conducted in the first quarter of 2025.
The main violation is the lack of qualified personnel in pharmacies
One of the key violations is the lack of staff with pharmaceutical education. According to the current legislation, only specialists with appropriate education and qualifications are allowed to dispense medicines.
Such violations pose risks to patients, as unprofessional advice or a mistake during the dispensing of medicines can have serious health consequences.
The State Service of Ukraine on Medicines and Drugs Control will inspect pharmacies through the EHR
All pharmacies operating in Ukraine are required to be registered in the Unified Electronic Healthcare System (UHSS). It stores detailed data on the activities of pharmacies, including
- information about employees;
- availability of relevant education;
- history of dispensing medicines by electronic prescriptions;
- compliance with license conditions.
This data will now become the basis for the list of pharmacies with possible violations of personnel requirements and will be checked by the State Service on Medicines and Drugs.
The Ministry of Health initiates the creation of a register of pharmacists
The Minister of Health of Ukraine Viktor Lyashko has instructed the State Service of Ukraine on Medicines and Drugs Control to:
- analyze the staffing of pharmacies;
- develop proposals for launching a register of pharmacists;
- ensure effective control over the compliance of employees with professional requirements.
“Patients should be sure that a qualified specialist works with them when they receive or purchase a medicine, and that the service meets quality standards,” emphasized Liashko.
What does the register of pharmacists provide?
- A transparent model of personnel accounting in the pharmacy system.
- The ability to identify a specialist by position, education, and experience.
- Further integration into the register of human resources in the healthcare sector.
Pharmacies are obliged to work through the EHR from 2022
According to the License Terms, effective from 2022, all pharmacies must submit data on the dispensed medicines under electronic prescriptions to the EHR. Violation of this rule is also grounds for inspection and sanctions.
