What has changed
On October 29, updated rules for issuing passports came into force in Ukraine.
The Ministry of Foreign Affairs has warned that holders of documents with an “extended” validity period, which have been issued since the beginning of the full-scale war for simplified travel, must now apply for new passports.
Why this is important
At the beginning of Russia’s invasion, in February 2022, the government adopted a temporary procedure for extending the validity of passports and entering children’s data into parents’ documents. This decision helped Ukrainians travel abroad during a period when the passport system was partially paralyzed.
Now Ukraine is returning to international standards. As the Foreign Ministry explains, the legislation of most countries allows crossing the border only with biometric passports valid for up to 10 years.
Because of this, the use of “extended” passports can create problems when traveling, especially when checking documents at foreign borders.
How to apply for a new passport now
Citizens whose old document is about to expire can apply
- to the embassy or consulate of Ukraine abroad,
- or to one of the branches of the State Enterprise “Document” operating in different countries.
In these institutions, you can get a new passport for yourself and your children.
What standards are in place now
Ukraine is officially returning to the world’s passport practice, which includes
- validity of passports for persons over 16 years of age – up to 10 years;
- validity of passports for children under 16 years of age – up to 4 years;
- a separate passport for each citizen, including children.

If you need to return to Ukraine
Holders of “extended” documents who are abroad must apply to the Ukrainian consulate in advance to obtain a certificate of return to Ukraine.
This document is issued
- on the day of application (subject to proof of citizenship)
- free of charge – for children under 16 years of age;
- for adults – for a consular fee.
The Ministry of Foreign Affairs explains
“Ukraine is returning to the global practice of issuing passports. This means clear rules, clear terms of validity of documents and no risks for traveling abroad,” the ministry emphasized.
on October 23, the Verkhovna Rada supported Resolution No. 13369, which amended the passport templates for Ukrainian citizens, including those for traveling abroad. Now the entries in the passport-book of a citizen of Ukraine will not contain information in Russian.
In April, it was reported that Ukraine’s passport was ranked 73rd in the ranking of the world’s strongest passports, which included 199 countries.
