Missing head of the capital’s police department detained in Rivne region: what is known

In Kyiv, police put on a wanted list the head of the Darnytsia Police Department, Yuriy Rybiansky, who failed to report for duty and stopped contacting, "Komersant Ukrainian" reports.
According to the Kyiv police, the search was launched by officers of the Department of Internal Security (DIB), who opened criminal proceedings under Part 1 of Article 115 of the Criminal Code of Ukraine – “premeditated murder” with a note “missing”.
Rybiansky was a financially responsible person and had access to the seized property. During the inspection, the State Bureau of Investigation discovered the disappearance of the seized funds, which could have been the reason for an internal investigation.
What is known now
Later, the National Police reported that Yuriy Rybiansky was detained in Rivne region.
Law enforcement officials noted that urgent investigative actions are underway, and further investigation of the case will be transferred to the State Bureau of Investigation (SBI).
In addition to the case of the possible disappearance, another criminal proceeding was opened under Part 3 of Article 365 of the Criminal Code of Ukraine (abuse of power or authority).
What is known about the police officer himself
Yurii Rybiianskyi was the head of the Darnytsia Police Department of the Kyiv City Police.
As the head of the unit, he had access to material evidence and seized property in storage.
During an internal audit, law enforcement officers discovered a shortage of funds, after which Rybiansky disappeared.
What the police say
The National Police stated that internal security is proactive and controls situations related to potential abuses within its ranks.
“We are not hiding the problem. If police officers violate the law, they will be held accountable on a par with everyone else,” said one of the heads of the Kyiv Main Police Department, who asked not to be identified because of the investigation.
The investigation is currently investigating:
- where the seized funds could have disappeared;
- whether Rybiansky acted alone or there were other participants in the scheme;
- what amounts of money disappeared and whether they were material evidence in the cases.
After all the investigative actions are completed, the case will be referred to court.
The disappearance and detention of the Kyiv police officer who was responsible for the seized property has become a case study for the internal security system of the Ministry of Internal Affairs. The investigation is checking the possibility of abuse of power, and the story itself reminds us of the vulnerability of the mechanisms for controlling seized assets, which are often involved in corruption cases.
