The country’s first industrial and energy cluster is being created in Volyn

UDP Renewables has signed a memorandum of cooperation with a number of communities in Volyn region to create Ukraine’s first industrial and energy cluster that will combine wind and solar generation, as well as the production of “green” hydrogen. This was reported by the Ukrainian Wind Energy Association, "Komersant Ukrainian" reports.
For three years, thorough preparatory work has been underway on the territory of the Volodymyr community: a 100-meter tower has been installed to measure wind potential, and a land bank of plots suitable for the construction of wind farms has been formed.
UDP Renewables Managing Partner Sergiy Yevtushenko emphasized that this project is not just a step forward in the field of renewable energy, but the creation of a model for the future for Ukrainian regions, which opens the way to creating new jobs, strengthening local budgets, returning young people to communities, and deeper integration of Ukraine into the European energy market.
Last year’s electricity generation from renewable sources
The share of renewable energy in Ukraine’s energy balance reached 11% in 2024. This was reported by the industry publication ExPro.
The volume of electricity generated in Ukraine from renewable sources (SPPs, wind farms, biogas power plants and mini-hydroelectric power plants) in 2024 amounted to 11 million MWh, which is 6.4% more than in 2023.
The annual maximum of electricity production from renewable sources (in terms of volume) last year was recorded in August – 1165 thousand MWh, and the minimum figure was recorded in December.

Already in January 2025, electricity production from renewable sources decreased by 8% compared to January 2024, but increased by 14.5% compared to January 2023.
According to the Ukrainian Wind Energy Association, only 20 MW of new wind power capacity was installed in 2024. For this year, the forecasts are more optimistic, but the investment climate, market and political risk management remain key to decision-making. The capacity of solar power plants increased by about 850 MW, according to the Solar Energy Association of Ukraine.
The total technical potential of all renewable energy sources (RES) in Ukraine is about 5 trillion kilowatt-hours of electricity per year. According to experts, this is a colossal amount, which significantly exceeds the country’s electricity needs. Therefore, the logical direction of RES development is not only to meet domestic needs but also to export energy to neighboring countries and the EU.
Ukraine has a National Renewable Energy Development Plan
Deputy Minister of Energy of Ukraine Mykola Kolisnyk, during the Energy Freedom by Energy Club online meeting on “Investments in Renewable Energy in Ukraine: Incentive Mechanisms,” reminded that the National Renewable Energy Development Plan approved by the government envisages an increase in the share of renewable energy in the country’s energy balance to at least 27% by 2030.
“A number of actions are envisaged to improve the conditions for the development of renewable energy. In particular, mechanisms to support renewable energy on a competitive market basis. This includes the introduction of long-term direct power purchase agreements between renewable energy producers and consumers. The introduction of mechanisms to guarantee the origin of electricity produced from renewable energy sources is also important,” he said.
The official also said that during the military years of 2022-2024 alone, more than 860 MW of new RES capacities were commissioned in Ukraine.
