NABU issues arrest warrant for former deputy head of the Presidential Administration: what is known about the “green” tariff case

The National Anti-Corruption Bureau of Ukraine has issued a warrant for the arrest of former deputy head of the Office of the President Rostislav Shurma and his brother Oleg, according to "Komersant Ukrainian".
They are suspects in a case involving the embezzlement of more than UAH 141 million in state funds paid under the “green” tariff.
Information about the search appeared in the records of the Ministry of Internal Affairs. The date of the suspects’ disappearance is listed as February 12, 2026.
Who is being sought and for what
The decision to issue a wanted notice was made by the National Anti-Corruption Bureau of Ukraine. The proceedings are being conducted jointly with the Specialized Anti-Corruption Prosecutor’s Office.


The investigation believes that Rostislav Shurma and his brother were involved in a scheme to illegally obtain funds at the “green” tariff by companies operating in the temporarily occupied territory of the Zaporizhzhia region.
How the scheme worked — the investigation’s version
According to the NABU and SAP, in 2019–2020, the suspects:
- took control of a number of companies that produced electricity from alternative sources;
- built solar power plants in the Vasylivskyi district of the Zaporizhzhia region with a total capacity of about 60 MW;
- concluded agreements with the state-owned enterprise Guaranteed Buyer for the sale of electricity at a “green” tariff.
After the start of Russia’s full-scale invasion and occupation of part of the region, according to the investigation, these power plants:
- lost connection with the United Energy System of Ukraine;
- were damaged;
- effectively ceased normal operation, and the personnel were evacuated.
What is the key claim?
Despite this, according to law enforcement officials, the financial and technical reports
- knowingly inaccurate data on generation volumes was reported;
- the technical readiness of the stations was declared even during periods of complete power outages;
- funds continued to be received under the “green” tariff.
According to the investigation, the money received was withdrawn through affiliated companies, and the total amount of losses to the state is UAH 141.3 million.
Rostislav Shurma held the position of deputy head of the President’s Office for Economic Policy, and before that he was a member of the Donetsk Regional Council. His name had previously appeared in public discussions on energy and the “green” tariff, but the current proceedings are one of the most high-profile involving former top officials of the President’s Office.
