National Cashback: UAH 699 million in payments and new rules starting in March

Starting February 27, Ukrainians will begin receiving payments under the National Cashback state program for purchases made in December. The total amount of payments is UAH 699 million, which will be received by 4.4 million citizens.

This was reported by the press service of the Ministry of Economy, Environment, and Agriculture of Ukraine, according to "Komersant Ukrainian".

In December, users of the program purchased Ukrainian-made goods worth almost UAH 7 billion — the highest monthly figure since the initiative began.

How the program works

The program is implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation of Ukraine, the National Bank of Ukraine, the Cabinet of Ministers of Ukraine, and the State Tax Service of Ukraine. Mastercard provides technological support, and Visa is the operational partner.

Cashback is credited for purchases of Ukrainian goods in stores participating in the program, if they are paid for with a special card connected to the program. You can check whether a product is participating in the program through the Diya app using a barcode scanner.

The funds received can be spent on:

  • utility and postal services,
  • Ukrainian food products,
  • medicines,
  • books,
  • charity, including support for the Armed Forces of Ukraine.

The money is not taxed, does not affect the allocation of subsidies, and cannot be withdrawn in cash.

New stage: 5% and 15%

Starting March 1, the program will switch to a differentiated cashback model.

  • 15% — on non-food items, cheese, and certain grocery items;
  • 5% — for most food products (except cheese), non-alcoholic beverages, pharmacy products, and gardening supplies.

Oleksiy Sobolev, Ukraine’s Minister of Economy, Environment, and Agriculture, said that this approach should enhance the economic impact of the program and stimulate demand in segments where Ukrainian producers face fierce competition from imports.

Why is this important

Since the program began, Ukrainians have received almost UAH 6.3 billion in cashback. The government emphasizes that these funds remain in the economy, supporting domestic demand and local producers.

The December record—almost UAH 7 billion in spending—may indicate growing confidence in the program or a seasonal factor ahead of the holidays.

At the same time, the transition to differentiated rates is an attempt to selectively influence the structure of consumption.
