NAUDI urges Prime Minister Shmyhal to protect defense industry enterprises from sensitive information leakage

The National Association of Defense Industry Enterprises of Ukraine (NAUDI) has appealed to Prime Minister Denys Shmyhal to take urgent measures to protect defense industry enterprises, in particular, to restrict public access to registers containing sensitive information about such facilities.

This is stated in a statement by the Association published on its Facebook page, "Komersant Ukrainian" reports.

NAUDI reminds that since 2022, defense industry enterprises, in particular those relocated from the frontline regions, have been targeted by Russia. Despite this, some state public registers still contain open data that, according to the Association, can be used by the enemy to launch missile and drone strikes.

In November 2023, NAUDI initiated amendments to the current government decree, proposing to restrict public access to a number of state databases: in particular, the State Land Cadastre, the Register of Real Property Rights, the Unified Register of Court Decisions, the Unified State Register of Legal Entities, etc. Relevant proposals were sent to the Cabinet of Ministers, the Security Service of Ukraine, the Ministry of Strategy and Industry, the National Security and Defense Council, and other executive bodies.

Despite partial support from state institutions, the Association notes that no practical changes have been implemented. For a year and a half, NAUDI has repeatedly appealed to the government. In April 2024, it also initiated the submission of a draft law through the relevant committee of the Verkhovna Rada – but the document has not yet been considered in the session hall.

NAUDI also drew attention to the lack of a state compensation mechanism in cases of destruction of manufactured but not yet delivered military equipment as a result of shelling. This situation, according to the Association’s representatives, creates risks for both manufacturers and customers from the state.

“NAUDI calls on the Prime Minister to personally consider these issues and instruct the relevant ministries to develop solutions that are critical for the defense industry. It is not only about the safety of production facilities, but also about maintaining the combat capability of the Ukrainian Defense Forces,” the Association summarized.
