Officials from the National Police and the Prosecutor’s Office declared the most cryptocurrency in 2022

According to declarations for 2022, the most cryptocurrencies among Ukrainian officials were declared by prosecutors and the National Police. This is reported by the with reference to the open data platform Opendatabot.

The number of declarations mentioning cryptocurrencies continues to grow from year to year, and this trend has not changed in 2022. In total, Ukrainian officials filed 1428 declarations in 2022 that included cryptocurrency assets.

In 2022, the National Police had the largest number of digital money holders – 171 (12%) and the Prosecutor’s Office – 150 (10.5%). By comparison, before the outbreak of the full-scale war, officials from city councils declared cryptocurrencies most often – 75 (9.5%).

  • City councils – 109, 7.6 per cent
  • Regional councils – 57, 4.0%
  • District councils – 37, 2.6 per cent
  • The Verkhovna Rada of Ukraine – 20, 1.4 per cent
  • Village councils – 12, 0.8 per cent
  • Ministry of Defence of Ukraine – 8, 0.6%
  • Other – 864, 60.5%

In terms of the regions where cryptocurrencies were most popular in 2022, Dnipro and Odesa regions dominated with 72 declarations each, and Kharkiv region with 64. On the eve of the full-scale war, Lviv was in the top three instead of Odesa.

Bitcoin, Ethereum, and Tether are the most popular cryptocurrencies.

Resumption of declaration

Since the beginning of the full-scale invasion of the Russian occupiers, the mandatory verification of officials’ declarations has been temporarily cancelled. Despite this, the obligation of officials to regularly report on their property status and any changes in it remains unchanged.

on 12 October 2023, the Law on the Restoration of Declarations came into force. At the same time, the declaration campaign for 2021-2022 was launched and lasted until 31 January 2024. Ukrainian officials had to catch up with the missing declarations for the previous period (2021-2022) by the end of January.

It should be noted that the deadline for submitting declarations for 2023 remains unchanged – until April 2024.

Earlier, the NABU and the SAPO notified a current member of the Ukrainian parliament of suspicion of entering false information in his 2020 electronic declaration. In 2020, he declared cryptocurrency with a market value of over UAH 24 million.
