Ukraine has launched a system of automated ranking of medical and pharmaceutical graduates for internships. Its creators claim that it is an important technological innovation in the field of medical education, which ensures complete transparency and objectivity of the distribution. It is reported by "Komersant Ukrainian" with reference to thePharmaMedia.

The system covers the full cycle of intern training – from the moment of admission to obtaining a certificate of a specialist doctor or specialist pharmacist.

System functions:

  • Collection and analysis of data on the performance of graduates of medical and pharmaceutical higher education institutions.
  • Automated rating distribution to internships.
  • Collection and storage of information about interns during their training.
  • Formation of electronic documents related to the internship.

According to the Minister of Health of Ukraine Viktor Lyashko, electronic placement to internships has been implemented in Ukraine for the first time.

“This is a significant step towards improving the quality of medical and pharmaceutical education. Just like last year, the most talented graduates from all over the country will have priority in choosing an internship place. And thanks to the new system, we can implement the principle of transparent encouragement of the best,”

– said Lyashko.

The key advantage of the new system is the complete exclusion of the possibility of external interference in the rating process and influence on its results. An additional positive aspect is the integration of the system with a single portal of vacancies in healthcare facilities, which allows interns to undergo practical training in positions that are really needed by healthcare facilities.

This year, the internship placement will cover all graduates of higher medical and pharmaceutical education institutions based on an automated calculation of the rating score.

The rating score will be formed from four indicators with the corresponding weight share:

  • KROK-1 or KROK B – 20% of the score.
  • KROK-2 – 40% of the score.
  • OSCE – 20% of the score.
  • The average score of a graduate for all years of study is 20% of the score.

The calculation will be done with extremely high accuracy – up to 0.00001.

The first distribution using the new system is scheduled for March 17, 2025. It will involve graduates majoring in Medical Diagnostics and Treatment Technologies (Laboratory Diagnostics, Virology, Microbiology) from four universities:

  • Zaporizhzhia State University of Medicine and Pharmacy.
  • Kharkiv National Medical University.
  • Taras Shevchenko National University of Kyiv.
  • Bogomolets National Medical University.

The main large-scale distribution is scheduled for June-July 2025. It is expected that more than 5000 graduates in the specialties of Medicine, Pediatrics, and Medical Psychology will take part in it. It is also reported that if there are vacancies and a corresponding desire, graduates of the specialties “Dentistry” and “Pharmacy” will also be able to participate in the distribution. It is expected that the number of available vacancies provided by higher education institutions (in the system) and healthcare institutions (on the job portal) will be significantly higher compared to previous years.

How to apply for internships in the past

Previously, admission to internships in Ukraine was not as transparent and automated as it is planned now. The process was regulated by the Regulation on Internship, which has been amended several times, including the latest changes made by the orders of the Ministry of Health of May 2024. A competitive selection mechanism existed, but not in such a structured way as in the new system. The allocation was made by the commission of the higher education institution based on the competitive score, which was calculated using a different formula than now.

The Ministry of Health informed educational institutions about available vacancies for interns in different regions and in different specialties, and the institutions posted this information on their websites. Interestingly, contract students could also study at the internship for budgetary funds, but foreigners and stateless persons did not participate in the ranking. Enrollment was carried out by order of the head of the healthcare institution, indicating the specialty, basic educational institution and healthcare institution for the practical part of training. That is, the whole process was less technological, with more room for the human factor and potential abuse.
