NACP identifies more than a hundred corruption risks in draft government decisions: which areas are at risk

In the third quarter of 2025, the National Agency for the Prevention of Corruption (NAPC) reviewed more than 1,300 draft regulatory legal acts (RLAs), "Komersant Ukrainian" reports.


According to the results of the anti-corruption expertise:

  • 45 projects passed a detailed review;
  • 116 corruption-prone factors were identified;
  • 147 recommendations were provided, most of which were taken into account by the developers.

Where the risks were found

Most of the problems were found in documents in the following areas:

  • defense, economy
  • economy,
  • recovery, and
  • andlaw enforcement.

The NACP paid special attention to two pilot projects of the Cabinet of Ministers related to defense procurement and the use of technologies of the Ministry of Defense.

Examples of problematic projects

1. Procurement for the National Guard through the Defense Procurement Agency

  • risks of abuse in the selection of the range and volume of goods,
  • insufficient control over the execution of contracts and the use of funds,
  • possible gaps in the DOT-Chain system.

The NACP provided the Ministry of Internal Affairs with recommendations to ensure transparent implementation of the project.

2. Use of military technologies in business

  • unclear requirements for notifications on the use of technology,
  • lack of transparent procedures for submitting documents,
  • risk of abuse during their review by MoD officials.

Why it is important

  • Anti-corruption risks in defense procurement have a direct impact on the effectiveness of army supply.
  • Non-transparent rules in cooperation with business can create grounds for corruption schemes and budget losses.
  • Timely recommendations of the NACP give a chance to avoid abuses even before the documents are adopted.

As a reminder, in August 2025, the NACP identified 46 corruption-prone factors in legal acts.

At the same time, the government adopted three anti-corruption bills: on special inspections by the NACP, civil forfeiture in the HACC, and amendments to the administrative and criminal procedure codes.

In the first half of 2025, the agency received about 9,500 reports of failure to submit or late submission of declarations by civil servants.
