Not through the number of penalties, but through systemic changes: how to measure the effectiveness of the NACP

The effectiveness of anti-corruption efforts should not be judged solely by the number of punishments or high-profile cases. What matters more is preventing losses, reducing the involvement of citizens and businesses in corruption, and systemic changes that often go unnoticed. Serhiy Hupyak, Deputy Head of the National Agency for Corruption Prevention (NAZK), spoke about this in an interview with the "Komersant Ukrainian" YouTube channel .
“There are various indicators of effectiveness. For example, the economic impact of preventing corruption. It’s difficult to calculate exact figures, but estimates show that the anti-corruption program could have saved the state between 80 and 200 billion hryvnias,” says Gupyak.
He adds that the digitization of government services has had a significant impact.

“Thanks to digitization, for example, in administrative service centers, we’ve managed to avoid corruption schemes and save hundreds of billions of hryvnias,” he explains.
Another important indicator is the level of involvement of citizens and businesses in corrupt practices.
“In 2007 and 2015, about 70% of citizens were involved in such schemes. In 2024, only about 18% of citizens and just over 20% of businesses were involved. This is the result of comprehensive efforts by the state,” says Hupyak.
