The non-banking market of Ukraine shrank by 4 companies: who disappeared from the registers

In October 2025, the National Bank of Ukraine recorded a decrease in the number of non-banking financial market participants by four companies. This was reported by the NBU press service, "Komersant Ukrainian" reports
As of November 1, there are 787 non-bank financial institutions operating in the market, while the number of banks remains stable at 60 institutions.
Changes in registers and licenses
In October, six non-bank financial institutions were removed from the registers:
- at the initiative of the owners – one risk insurer;
- two pawnshops and three financial companies were removed from the registers by force.
At the same time, two new financial companies were added to the register.
License changes
The licenses of two financial companies, one pawnshop, and a risk insurer were revoked at the initiative of their owners.
The licenses of another financial company and one pawnshop were revoked by force.
Three new licenses were issued to financial companies.
Current state of the market
As of November 1, 2025, there were
- 417 financial companies (previously 418),
- 49 non-life insurers (previously 50)
- 102 pawnshops (previously 104),
- 88 credit unions (no changes),
- 45 insurance brokers (unchanged),
- 74 collection companies (unchanged).
The number of banking groups remained stable at 16, while the number of non-banking financial groups increased from 41 to 42.
Situation in the payment market
The Ukrainian payment market currently includes:
- 15 national payment systems (established by residents),
- 10 international payment systems (unchanged).
The number of payment institutions decreased by one to 16.
During the month, the NBU received 243 requests from market participants for registration and licensing actions.
Most of the requests concerned:
- financial companies, pawnshops, and lessors – 131 requests
- insurance companies – 55 requests.
