The NEURC is initiating a review of electricity price caps: what is known

The National Commission for State Regulation of Energy and Public Utilities (NKREKP) has placed the issue of revising price caps in the electricity market on the agenda for its meeting on April 7, 2026. The relevant item has been included in the agenda published on the regulator’s website.
This was reported by "Komersant Ukrainian" citing a statement from the regulator.
According to the commission, the matter concerns the initiation of a procedure to review price caps, taking into account the current market situation and requests from market participants. At the same time, it is emphasized that the final decision will be made after discussing and considering the positions of all interested parties.
The regulator emphasizes that any potential changes must ensure a balance between the interests of consumers and producers, as well as the stable operation of the power grid.
Currently, the draft resolution maintains the existing price cap levels. After the temporary restrictions expired at the end of March, the market returned to the price caps established in 2025 starting April 1. Specifically, in the day-ahead and intraday markets, prices range from 5,600 UAH/MWh during nighttime hours to 15,000 UAH/MWh during evening peak hours.
The issue of revising price caps has gained momentum amid appeals from the business community. Representatives of the cogeneration sector stated during a recent meeting with the Ministry of Energy of Ukraine that the current restrictions do not cover the production costs for gas-fired generation and are holding back investment in new capacity.
Previously, there were also assessments that the current price caps could complicate electricity imports and the operation of certain types of generation, which affects market balance.
It is expected that the discussion at the NEURC will be the first step in reviewing approaches to pricing in the electricity market under wartime conditions.
