Norway is increasing support for Ukraine: how much money has been allocated in the budget for 2026

The Norwegian government has presented a draft state budget for 2026, which provides 70 billion Norwegian kroner (approximately 5.9 billion euros ) for military support to Ukraine.
This is stated in a press release from the Norwegian Ministry of Defense published on October 15, "Komersant Ukrainian" reports.

What it means

According to the document, security and emergency preparedness are the top priorities of the Norwegian budget for 2026.

“The defense budget reflects this in two main areas – further strengthening of the Norwegian Armed Forces and continuation of significant military support to Ukraine,” the Defense Ministry said.

Funds for Ukraine will be allocated under the Nansen program, which has been in place since 2023 and is the main mechanism of Oslo’s long-term support for Kyiv.

Budget details

Norway’s total defense budget in 2026 will amount to 180 billion kroner (over 15 billion euros), or 3.4% of GDP.

An additional 4.2 billion kroner (360 million euros) is planned to be allocated to strengthen its own defense capabilities.

The Nansen program provides for 85 billion kronor in the total budget to support Ukraine in 2026, of which 70 billion is military assistance.

What is known about the Nansen program?

The program was launched in 2023 as a five-year initiative worth 75 billion kronor (≈$7 billion). It includes military, humanitarian, and financial support for Ukraine.
After Russia’s full-scale invasion of Ukraine, Norway has repeatedly increased its contributions to the program, including for the purchase of air defense systems, ammunition, and armored vehicles.

Cooperation in defense technologies

on October 9, Ukraine and Norway signed a memorandum of cooperation in defense innovation.
The document envisages the launch of a joint Brave-Norway program with a budget of €20 million to develop dual-use technologies, including drones and communication systems.

Norway’s role in supporting Ukraine

Norway is one of the ten largest donors to Ukraine in terms of military aid.
In addition to financial support, the country

  • donated NASAMS anti-aircraft systems, ammunition, artillery, and armored vehicles;
  • accepts Ukrainian military for training within the framework of the EU mission;
  • finances energy and humanitarian reconstruction.

What’s next

The Norwegian Parliament is to consider the draft budget by the end of the year. If the document is adopted without changes, in 2026 the volume of military assistance to Ukraine will double compared to the previous year.
