New reality: Ukraine already checks documents with artificial intelligence

In the system “eDozvil” began to work a module of artificial intelligence for automatic verification of documents when issuing veterinary licenses. This was reported by the Ukrainian Ministry of Economy, Environment and Agriculture, "Komersant Ukrainian" reports.

According to the report, this is the first public service in Ukraine, which uses AI for preliminary processing of applications.

How the system works

The eDozvil platform processes applications submitted through the Diya portal. The AI module automatically checks whether the required data is available in the documents, identifies errors and inconsistencies. After that, state experts make a final decision on issuing a license.

According to ministry representatives, such automation reduces the number of refusals and speeds up the review of applications. Civil servants can focus on complex cases that require expert evaluation.

Technical peculiarities

All calculations take place within Ukraine without transferring data abroad. The developers used open source models, in particular Gemma from Google DeepMind, synthetic data for training and specially adapted algorithms.

The main development challenges included varying document quality, the presence of handwritten records, and limited computational resources in the country.

The development was coordinated by:

  • Ministry of Economy, Environment and Agriculture of Ukraine;
  • Ministry of Digital Transformation of Ukraine; Ministry of Digital Transformation of Ukraine;
  • BRDO Office of Effective Regulation.

Technical support was provided by Google DeepMind. The project was funded by the European Union under the EU4DigitalUA initiative.

Development prospects

The launch of the AI module for veterinary licenses is seen as a pilot project. In case of successful operation, the technology is planned to be extended to other permit procedures and licensing in Ukraine.
