New companies without sudden jumps: how the registration of LLCs and legal entities changed in 2025

Against the backdrop of active growth in sole proprietorships, the registration of legal entities in 2025 showed much more modest dynamics. Corporate business is recovering more slowly and cautiously than before the full-scale war. This is according to data from the Unified State Register collected by the VKURSI platform, as reported by "Komersant Ukrainian".

What the figures show

Throughout 2025, approximately 39,000 new companies were registered in Ukraine. An average of 3,000–3,700 legal entities were created each month, without any sharp peaks or troughs .

The highest activity was recorded in August–September, after which the figures traditionally declined at the end of the year.

For comparison, in 2021, more than 58,000 legal entities were registered in Ukraine. Current indicators show that the corporate sector has not yet returned to pre-war levels of business creation.

Why businesses are in no hurry

Analysts attribute this restraint to:

  • war risks and uncertainty,
  • more complex tax and financial obligations,
  • bank financial monitoring requirements,
  • long-term obligations associated with LLCs.

Unlike sole proprietorships, setting up a company usually means an intention to scale up the business and establish a long-term presence in the market.
