New rules for carriers: how the procedure for crossing the Ukrainian border is changing

Ukraine has updated the registration procedure for carriers engaged in international passenger transportation. The changes apply to both passenger cars on demand and taxi services, and are intended to simplify the control and verification of drivers at the border. This was reported by Ukrtransbezpeka, "Komersant Ukrainian" reports.

What has changed

From now on, only those carriers who

  • provide international passenger transportation by passenger cars to order;
  • provide international taxi services.

For all other carriers, the eChezhda system works as a single window: the data is filled in once when booking a place in the online queue for crossing the border.

How drivers will be checked

  • The State Border Guard Service checks the driver’s data based on eCheck.
  • The eCheck system verifies the information with the carrier’s license file available in the Unified Complex of Information Systems of Ukrtranssafety (UCIS).

Only drivers who are

  1. are registered in the carrier’s electronic cabinet in the UICIS of Ukrtranssafety;
  2. have their passport data added to the “Additional” section in the “My drivers” section;
  3. use the passport that is entered in the eCheck and the ECIS.

Reasons for the changes

The purpose of the update is to simplify the border control process, avoid duplication of data, and speed up the verification of international transportation drivers.

Potential problems at the border

On the border with Poland, some checkpoints are testing a new biometric control system, which may cause delays in the processing of citizens.

As a reminder, the eCheck and ECIS systems integrate information about carriers and drivers to centrally verify data and speed up border crossings, especially for those working in international transportation.
