The competition for the post of President of the Kyiv Aviation Institute has been announced: conditions of participation

The Ministry of Education and Science has announced a competition for the post of president of the State Non-Profit Enterprise State University Kyiv Aviation Institute (KAI), "Komersant Ukrainian" reports
The competition will be held in accordance with the Resolution of the Cabinet of Ministers of Ukraine of September 6, 2024, No. 1029. The competitive selection is carried out by the Supervisory Board of the University in the form of an interview with the candidates.
“The State Non-Profit Enterprise State University “Kyiv Aviation Institute” announces a competition for the position of President of the Kyiv Aviation Institute, which is a participant in a pilot project to develop the autonomy of some higher education institutions,” the Ministry said in a statement.
Who can apply?
A candidate for the post of president of the Kyiv Aviation Institute must meet the following requirements
- fluency in the state language;
- at least five years of experience in senior positions (including in education, science, business or government agencies) or 10 years of teaching or research experience in a university;
- meet the criteria of integrity.
The candidate is also expected to be able to:
- effectively develop the university;
- attract funding;
- cooperate with the government, business, science and the public;
- develop and implement the strategy and financial plan of the university;
- conduct innovation and research activities.
Who cannot participate in the competition?
The following persons are not allowed to participate:
- are recognized as incapacitated or have an outstanding criminal record;
- have been convicted of corruption or criminal offenses;
- are subject to the lustration law;
- are members of the Supervisory Board of the Institute.
How to apply?
Persons wishing to participate in the competition shall submit the following documents
- an application in any form for participation in the competition, which shall contain the details of an identity document confirming the citizenship of Ukraine, the address of residence and e-mail address (if any), as well as information on the application or non-application of restrictions to the candidate established by part two of Article 42 of the Law of Ukraine “On Higher Education”. In the application, the candidate shall indicate that he/she is not a member of the Supervisory Board of the Kyiv Aviation Institute;
- a resume in any form, indicating the details of the documents on higher education, academic degree and academic title (if any), as well as the serial number of the state certificate of proficiency in the state language
- copies of documents on higher education, academic degree and academic title (if any) (in case of absence of information about them in the Register of documents on education of the Unified State Electronic Database on Education);
- a copy of the employment record book (if any) and/or copies of other documents confirming the length of service (if any) or information on employment from the register of insured persons of the State Register of Compulsory State Social Insurance;
- a draft strategic development plan of the Kyiv Aviation Institute.
Documents are accepted from July 24 to August 12, 2025 inclusive.

Date of interviews
Interviews with candidates are scheduled for August 26, 2025. If there are more than seven candidates, additional interviews will be held on August 27.

Ksenia Semenova currently holds the position of acting rector of the NAU . She is also a member of the Kyiv City Council from the Servant of the People faction.
Before becoming the head of the university, Semenova worked for some time as the acting vice-rector of the National Academy of Sciences for Research and Innovative Development.
In general, a new administration appeared at NAU in 2023, when the Cabinet of Ministers adopted a resolution to liquidate the educational institution and deprived it of its national status in order to replace the leadership and reform the university.
In the fall of 2023, the rector of the National Academy of Sciences , Maksym Lutskyi, mobilized into the ranks of the Armed Forces of Ukraine.
What preceded it
In late March, the Kyiv Aviation Institute (formerly the National Aviation University (NAU)) was searched by the State Bureau of Investigation.
The investigative actions were part of a criminal proceeding on extortion/receipt of bribes.
These were bribes for formal employment of a group of people as researchers at the university in order to book them and exempt them from military service. The further goal was to have some of the defendants travel abroad under the guise of a business trip.
This “service” was used by more than 10 people, all of whom were employed.
According to the source of the publication, representatives of the management of one of the LLCs, which has a strategic importance status and is located in the premises of the university, were additionally involved in the illegal scheme. According to preliminary data, employees of the TCC also participated in the scheme.
The criminal offense is preliminarily classified under Part 3 of Art. 368, Part 1 of Art. 366 of the Criminal Code of Ukraine.
The information about the searches was confirmed by the acting rector of the university Ksenia Semenova.
According to her, it is likely that a commercial company (LLC), in collusion with a university employee, organized a booking scheme under the guise of ordering research.
According to Semenova, the university’s security department noticed the dubious activity. Suspicions were aroused by the employment of a doctor in a team that was researching unmanned technologies.
