Competition for three vacant positions in the NEURC announced

The Competition Commission for the selection of candidates for the positions of members of the National Energy and Utilities Regulatory Commission (NEURC) has announced the launch of a new competition. Currently, three vacancies are open, and applications will be accepted from April 2. This is reported by Energoreforma, "Komersant Ukrainian" informs
How the competition will be held
According to the decision of the commission, documents for the competition will be accepted from April 2 to May 16, 2025 inclusive.
The commission members voted to evaluate candidates by interview.
Rotation of the NEURC members
On July 1, 2020, President of Ukraine Volodymyr Zelenskyy approved a scheme for the rotation of the NEURC members until 2025. According to Decree No. 258, the first rotation (until July 1, 2020) was applied to the Commission’s member Olena Antonova. This was followed by the rotation of Oksana Kryvenko (until July 1, 2021), and then Oleksii Magda (until July 1, 2023). Olga Babiy and Dmytro Kovalenko started rotating on July 1, 2024, followed by Ruslan Kaydash and Valeriy Tarasyuk (July 1, 2025).
The competition is announced three months before the expiration of the term of office of a member of the regulator.
Current composition of the NEURC
Today, the regulator consists of six people instead of the envisaged seven:
- Ruslan Slobodyan
- Yuriy Vlasenko (Chairman of the NEURC)
- Konstantin Ushchapovsky
- Ruslan Kaydash
- Valeriy Tarasyuk
- Oleksandr Formagay
Previous competition: why were no candidates selected?
In May 2023, the competition commission already selected candidates for the NEURC members. At that time, Oleksandr Kosianchuk and Mykhailo Bno-Airiian were identified as candidates, but the government never approved either of them.
Svitlana Golikova, former secretary of the competition commission, reacted:
“There was no legal justification for canceling the results of the 2023 competition. The law does not provide for this.”
How will the selection be conducted?
The Commission has decided to conduct the assessment through interviews, which will allow to evaluate not only the candidates’ documents, but also their professional competencies and vision of the NEURC development.
The application period will last until May 16, after which the interview and final selection stage will begin.
The results of the competition will determine who will join the regulator’s team in the summer of 2025.
