Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets has positively assessed the law on mobilisation signed by the President today. The Ombudsman said this during a briefing, Komersant ukrainskyi
with reference to Ukrinform.
According to him, the lawmakers took into account the Ombudsman’s fundamental comments on human and civil rights.
“In my opinion, the draft law, which was adopted in the conditions in which Ukraine is now, is the best option we could have hoped for. In my opinion, almost all of the fundamental comments that I sent as an ombudsman to the relevant committee were taken into account,”
– lubinets said.
The Ombudsman believes that the document strikes a balance between the need for mobilisation and rotation of servicemen and the democratic principles of legislation.
“Now the procedure looks as democratic as possible, without coercion. All persons liable for military service must undergo the procedure, including verification of their data in the register, and after that, those who do not comply with the law will be subject to the democratic principles in our country. It is the TCCs that apply to the NPU, and only the National Police, when opening criminal or administrative proceedings, deal with persons who do not comply with the law,”
– said Dmytro Lubinets.
President of Ukraine Volodymyr Zelenskyy signed the law on mobilisation today.
